<br /> History of Previous Bond Release Submittals
<br /> The Division approved a full release of reclamation liability for the Craig Town Loadout Facility (SL1)in
<br /> December of 1990. That approval was for release of reclamation liability only. No money was returned;
<br /> meaning that no reduction in the amount of actual bond monies held by the Division. SL2,a request for
<br /> liability release for surface subsidence effects was withdrawn in 2010. In 2019,SL3,a partial bond release
<br /> was also withdrawn.
<br /> Submittal of Bond Release Application and Completeness Determination by the Division
<br /> MCM submitted the bond release application for SL4 following the procedures described in the Act and
<br /> Regulations. The application also utilized the Division's Guideline Regarding Selected Coal Mine Bond
<br /> Release Issues,dated April 18, 1995. The Division received Moffat County Mining's Phase I,II and III bond
<br /> release application SL4 on 25 January 2019,and found the application complete on 5 February 2019,after
<br /> the Division received proof of publication of the applicant's public notice. The completeness determination
