o Reclamation Plan Maps 29B and Map 29A <br /> Phase II Bond Release <br /> For phase II bond release the approved reclamation plans call for. <br /> o Specific topsoil replacement depth <br /> o Vegetative cover standard <br /> o Post-mining land use <br /> o Sedimentology estimates. <br /> The approved post mining land use for the lands applicable to SL4 is rangeland/wildlife habitat. The <br /> reclamation plan and the approved revegetation standards are designed to achieve the approved post <br /> mining land use. <br /> Vegetation sampling for Phase II and III was conducted simultaneously in the Strip Pit;the Utah Tract, and <br /> applicable reference areas. The evaluation was conducted in August 2014 by ESCO Associates,Inc. and <br /> August 2015 by Cedar Creek Associates,Inc. The 2014/2015 revegetation success evaluation report for both <br /> the Strip Pit and Utah Tract Phase II and III bond release evaluation is included as Attachment D in the SL4 <br /> application package. The bond release blocks,reference areas and random sample point locations for each <br /> parcel are included on Maps 1 and 2 contained in the evaluation report. <br /> Vegetation cover was measured with systematically located transects with an optical point bar using a <br /> point-hit technique. A 10-point frame was placed at 10 locations along each 50 meter transect for a total <br /> of 100 data points per transect. Transects were randomly located and oriented. For the bond release <br /> blocks requested, cover sampling required a minimum of 15 transects or to adequacy as necessary. <br /> Noxious weed species may not contribute to the reclamation success. <br /> In accordance with Rule 3.03.1(3)(b)and Section III.A.7.a, of the Division's 1995 Guideline Regarding <br /> Selected Coal Mine Bond Release Issues,MCM provided Attachment G, Sediment Demonstration, to <br /> demonstrate that runoff from the reclaimed parcels will result in equivalent or lesser sediment <br /> contributions as compared to baseline conditions at the mine. MCM used the RUSLE (Revised <br /> Universal Soil Loss Equation)to compare sediment contribution from bond release parcels and <br /> reference areas. The RUSLE provides a basis for predicting the gross erosion per acre from an area on <br /> an annual basis. <br /> There are three different reclamation/vegetation plans to be considered with the SL4 bond release. <br /> The pre law general reclamation plan approved in the permit states that typical soil recovery <br /> practices involve recovery and stockpiling of all available A and B soil horizon materials, without <br /> segregation. The approved reclamation plan for the Strip Pit pre law area calls for replacement of <br /> Permit Number C1981044 Page 10 of 25 <br />
