(backfilling and grading of site to approximate original contour and establishment of permanent <br />surface water diversions). <br />The documentary archive provides ample evidence that all three of these sites were reclaimed <br />according to the approved plan. In each case backfilling reestablished approximate original <br />contour, all highwalls were removed, and the sites have shown no signs of instability since they <br />were reclaimed. <br />The reclaimed slopes of the Bear Creek B-Seam Portal & Fansite (US Steel) area were graded so <br />as to match the surrounding topography to the extent feasible. Slopes are on the order of 2H:1 V <br />(50%). No surface water diversions or drainages were established <br />Most of the reclaimed Lower Hubbard Creek facilities area is near level. The surface steepens <br />towards the north eastern disturbance boundary, which blends in with the very steep undisturbed <br />slopes and rock outcrops above. No surface water diversions or drainages were established. The <br />large culvert conveying Hubbard Creek under the access road has been left in place, in <br />accordance with the approved reclamation plan. <br />Most of the reclaimed area at the Hubbard Creek Fan #1 Site has a slope of around 4H:1V <br />(25%), increasing to 3H:2V (67%) at the steepest point; the undisturbed slopes to the east of the <br />reclaimed area are steeper. The reclaimed slope is protected by a permanent clean water <br />diversion channel, HCD-2, which has a slope of 4H:1V (25%). HCD-2 discharges through a <br />permanent culvert, HCC-2, which also has a slope of 4H:1V (25%). HCC-2 in turn discharges <br />through a permanent half -culvert (i.e. a non -erodible channel), HCC-3, which has a slope of <br />around 2H:1V (50%), onto a rip -rap apron. Below the reclaimed slope, permanent collection <br />ditch HCD-1 has a slope of around IV: 12H (8%) and discharges through permanent culvert <br />HCC-1 into Sediment Pond F. <br />Group 2 (West Valley Fill, II West Valley Fill, Boreholes/Pads/Roads) <br />The West Valley Fill and II West Valley Fill were constructed according to their approved <br />designs. The piles were reclaimed as they were built, from 2002. Final reclamation of the <br />uppermost benches took place in 2018. Outslopes have been graded to 2H:1 V (50%) between <br />benches. The benches themselves have been graded so as to drain to the armored drainage <br />collection ditches, which drain to sediment ponds C and E respectively. Inspections of the <br />reclamation work in progress confirmed that at least four feet of cover material was placed over <br />the coal waste. <br />The boreholes, pads, and roads were reclaimed between 2003 and 2017. All holes were properly <br />plugged and abandoned, as is documented in the Plugging and Abandonment reports collected in <br />Exhibit 2.04-E3, Item 9, of the PAP. Every pad and road segment in Table 1 was inspected <br />during the SL-2 inspection. Borehole locations were marked with t-posts and identifying metal <br />tags. Pads were graded so as to blend into the surrounding topography, with the exception of <br />GVB-LW-11-03. All roads on USFS and BLM land, and a portion of those on land owned by <br />Hotchkiss Ranches, had been reclaimed in accordance with the approved plan. The surface of <br />the reclaimed pads and roads was ripped and graded so as to blend into the surrounding <br />C-1981-022, SL-2 Page 18 of 23 <br />
