The purpose of this inspection is to conduct a <br />bond release inspection for SL-24. Mr. Frank Ferns and Ms. Mindy Sickels of Eld Ridge Mining and Reclamation <br />represented the Operator. The landowner, Kevin Goforth was unable to attend the inspection but was represented <br />by Karen Heldmand, his mother, Kenny Heldmand, her husband, and Dean Nashund whom leases the property for <br />use as livestock pastureland. During the inspection all, parties representing the landowner indicated that they had <br />no concerns with the reclaimed property nor objections to the release request. <br />The weather was clear, dry and warm during the time of the inspection. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The 1.1 acre reclaimed area consists of a constructed livestock pond in accordance with the approved <br />designs located on the Goforth Property as seen in Photos One and Two. As per the design the stock pond utilizes <br />a constructed dam to impound water. The dam was in good condition and appeared stable at the time of the <br />inspection. The crest of the dam showed no evidence of settling, slumping or internal instability. The outslope <br />was well vegetated and no observable rills, gullies or signs of erosion were noted. The out slope of the dam can be <br />seen in Photo Three. All other out slopes not associated with the dam area were in good condition. <br />The inslopes leading into the pond were in good condition and stable at the time of the inspection. The typical <br />water line was evident by way of the extent of well -established vegetation. The inslopes contained no Tilling, <br />gullies or other signs of significant erosion. Some of the south facing slopes have been covered with a wood <br />mulch to aid in vegetative establishment. Examples of the inslopes can be seen in Photos Four and Five. <br />FISH and WILDLIFE — Rule 4.18: <br />The constructed stock pond is located on the Goforth property that is currently being leased and utilized as <br />pastureland for cattle.
