increase in acreage,update post mining land uses in specific areas,and to provide documentation from the <br /> Division of Water Resources for two permanent ponds(Ponds 9AP3 and 9AP4),in the Strip Pit. MCM <br /> completed numerous reclamation activities in 2008, 2009 and 2010. Reclamation activities <br /> recommenced in 2017 continuing through early 2020. While Map 29,Reclamation and Building <br /> Demolition was updated in 2020 a Post Mining Topography Map does not exist for the permit. Rule <br /> 2.05.4(2)(C)requires a post mining contour map and appropriate cross sections typical and representative <br /> of the anticipated character of the final surface configuration of the proposed permit area. <br /> 7. Please provide a Post Mining Topography Map depicting ponds and the post mine configurations <br /> of all surface disturbed areas. Assure that topographic contours are legibly labeled with elevation <br /> values. <br /> 8. A detailed plan for the reclamation of the pond and associated drainage below the No. 5A <br /> portal. <br /> 9. A detailed plan for the sealing of all wells and drilled holes. This should include a list of <br /> which holes will be sealed and which holes will remain open for monitoring purposes. <br /> This should include appropriate cross sections, maps and text describing measures used to <br /> seal mine openings, and to plug, case or manage bore holes,wells and other openings as per <br /> Rule 2.05.4(2)(g). <br /> 10. Please update the "Removal of Structures and Facilities" section on permit page 2.05-23 to <br /> include a discussion of the reclamation activities completed since mid-2018. <br /> 11. DRMS was unable to locate Table 63 Overburden Redistribution in the permit file. This table <br /> may need to be updated based on recent reclamation and anticipated future reclamation. <br /> Beginning on permit page 2.05-28, MCM discusses some of the individual areas of the mine scheduled <br /> for reclamation. Considering reclamation performed since 2017 the status of several areas has changed. <br /> These areas include changes coal storage/loading silo, the overland conveyor, the multiple services <br /> building and the miscellaneous areas. <br /> 12. Please update the reclamation status of the areas listed in the permit, beginning on page <br /> 2.05-28,to reflect the reclamation completed since 2017. <br /> Rule 2.05.5 Postmininz Land Use <br /> Land use information pertinent to underground operations is encompassed on Map 04, Section 2.05 of the <br /> permit document. Required concurrence letters have been submitted as required. <br /> The permit document complies with the above rule. <br /> Rule 2.05.60—Protection of the Hydrologic Balance <br /> The information required by this rule is discussed on pages 2.05-36 through 2.05-47.1; in section 4.05 of <br /> the permit pages 4.01-3 through 4.01-5; and on various tables,figures and maps. As per ground water,it <br /> should be noted that there is no mention,that DRMS could find,when inflow monitoring would cease. <br /> The workings are predicted to fill with water in 8.6 years after the cessation of mining and any dewatering <br /> pumps are shut off therefore,inflow monitoring may no longer be feasible or needed. <br /> 13. Sampling frequency issues in the DRMS Review of the 2019 Annual Hydrology Report, and <br /> Permit Exhibit 29 are pointed out below in Rule 4.05.13(1),will need to be addressed <br /> specifically,where a monitoring requirement was not met. Please either submit the data or <br /> explain why the data was not collected. <br /> 14. DRMS has no record of discharge monitoring reports(DMRs),being submitted for Williams <br /> Fork Mines for 2020. In accordance with Rule 4.05.13(2)(a)(111)MCM must submit copies of the <br /> Williams Fork Mines C1981044 -7- 2 March 2021 <br /> Mid Term Review 8 <br />
