combustible cover, regraded, the topsoil was replaced, where possible, and the areas were seeded with the
rangeland seed mix. The demolition debris was buried in an approved solid waste disposal area on the east
side of Colorado highway 13,by the waste disposal area. The solid waste disposal area was permitted
through Technical Revision 34, approved on 16 November 2007. MCM reclaimed the No. 9 portal area
refuse pile in 2009. MCM covered the pile with four feet of non-toxic, non-combustible cover material
(permit page 2.05-29), replaced the topsoil and reseeded the area with the rangeland seed mix. In 2010
MCM removed waste oil, oil tanks and other products from the Multiple Services Building at the Mine 5A
portals. Some solid waste was removed from the site in September 2015, and documented in the
permit with MR 54 approved in October 2015. MR55 was submitted to the Division in January 2016
to change the Parent Company from Peabody Energy Corporation to Bowie Colorado Operations,
LLC. Lastly,in 2017,2018 and 2019 additional reclamation comprised destruction of the coal silo, removal of
the railroad and scale, demolition of the buildings in the main facilities area, removal of the dewatering station
and the treatment and wastewater ponds among other reclamation tasks.
Permit Area, Disturbed Area, and Production Volumes.
The permit area covers approximately 6,363 acres. The disturbed area totals 570.00 acres. Permitting
action Technical Revision TR38 in 2020 corrected the disturbance area as a result of improved mapping
and associated accuracy and precision through the use of aerial imagery. The surface disturbance
includes two reclaimed portal areas; the No. 5,and the No. 9 Portals; and one portal area, the No. 5A
Portal currently undergoing backfilling and grading.
There have been no Notices of Violation issued against the Williams Fork Mines permit since the last
Permit Renewal (RN07),issued in December 2018. The last Notice of Violation issued at the mine was
in 2002.
SECTION II—REVISIONS TO THE PERMIT
The following table summarizes revisions to the permit since the Permit Renewal RN7 in November
2018.
Table II
Revision Issuance Liability
No. Description Date Change
SL5 Partial Phase I bond release on 176.7 acres 3/1/2021 ($870,271.50)
Partial Phase I, II and III bond release Pending
SL4 305.53 acres Pending
MR57 Update to pastureland/hayland seed mix April 29,
2019 None
TR38 Updated Reclamation Plan and correction January 5,
to disturbance area delineation 2021 None
SECTION III— STATUS OF STIPULATIONS
There are no active stipulations on the Williams Fork Mines permit.
Williams Fork Mines C1981044 -5- 2 March 2021
Mid Term Review 8
