Environment, Inc. Page 2
Walsenburg Sand and Gravel - Hribar Pit Adequacy 01 response
Permit# M-2009-027 February 18, 2021
6.4.5 EXHIBIT E- Reclamation plan
4. On page 7 it is stated that there is currently 28,100 cubic yards of topsoil available. This
amount is not enough to cover the entire 41.74 disturbed acres with eight inches of topsoil. For
the remaining topsoil required, the Operator can do one of two things; provide a list of what
additives/amendments will be used in the overburden to make it a suitable growth medium
based upon a soil analysis or; The Operator may demonstrate that the overburden is of
sufficient quality for use as a growth medium.
There is not 8 inches of growth medium on the site. As noted in the permit packet
the depth varies from 0 to 7 inches, averages 5 inches on the area, except in the pre-
law area of 7.52 acres where there is no growth medium. The pre-law mined having no
growth medium so none needs to be placed on it. During stripping on the existing mine
area the upper 8 to 10 inches of material has been saved as soil (growth medium). In
the past this material has been used to resoil the mined areas and works without
adding a special supplement other then fertilizing the resoiled area prior to seeding.
This explains why there is enough stockpiled material to resoil the post law mine area
with at least 5 inches average.
If no recoiling was done until the entire area 34.22 acres that has a soil covering now
would have not been resoiled then approximately 23,005 cyds would be needed. The
amount stockpiled at this time, 28,100 cyds, is more than enough to resoil the area to
the depth currently approved, approximately five inches.
The amendment area has not been stripped to date, but with an average of 5 inches of
soil present as noted on page 8 last paragraph, we anticipate there will be minimum of
another 10,165 cyds when that area is stripped. With what is currently stockpiled
and the additional material stripped from the amendment area there is no need to
convert overburden into growth medium.
As a side note slope construction and slope soiling on the existing permit area will be
completed by February 19th. W5G will use the flat area as processing and stockpile
area as mining progresses to the east.
5. Will there be enough overburden to grade all slopes to a 3H:1V and provide enough cover
material for topsoil)with a growth medium. Please provide a site wide estimate and if there is
not enough, please provide a statement in accordance with Rule 6.4.5 as to where the
remaining topsoil will come from and the amount.
Yes, there will be enough overburden to rebuilt all slopes to a 3H : 1V slope. We
estimate that approximately 172,930 cyds of overburden will be removed from the
gravel deposit over the life of the mine. This is an average of 3 feet on the 35.73
acres that will be mined. At this time sloping has been completed on 2,468 linear feet
