February 9, 2021 C-1981-035/King Coal Mine JHB <br /> problem. Sediment control structures throughout the King I facilities area that were accessible were in good <br /> condition. SAE's at the access to the King I facilities were in good repair. Straw logs at the west SAE have been <br /> replaced and adequately anchored into the side of the road. <br /> A shallow pool of water was present in the King II pond. There was ample storage capacity in this pond. <br /> The operator has recently cleaned CWD-IC West Clear Water Ditch and the SAE at the King II mine entrance at <br /> the cattle guard. The silt fence at the gravel storage SAE at King II has been replaced and properly installed. <br /> Sediment control structures throughout the King II facilities are in good condition. Outlets to culverts C16 and <br /> C15 were clear of sediment. A fair sized rock (6"dia.)had deposited (likely from snow clearing of the access <br /> ramp to the King II portal)in front of the C15 culvert outlet. Mr. Wymore cleared the rock from the outlet area <br /> during the inspection. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The operator has been utilizing the lower refuse area for coal refuse disposal during the winter months. <br /> GCC is not plowing the haul road to the upper refuse area. This reduces wear and tear on the haul road, and keeps <br /> snowmelt and runoff directed into the appropriate drainage system. Most of the lower refuse pile has been graded. <br /> A few piles of ungraded refuse remain at the east side of the lower portion of the refuse pile. <br /> Drainage off the lower pile is well maintained. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5)and(6): <br /> GCC continues to water the county road as needed. The County road was damp at the beginning of the <br /> inspection and no dust was being generated from this road. The roads within both King I and King II facilities <br /> areas were well maintained and mostly draining well. There was one low spot on the road into King 1 facilities <br /> that Mr. Wymore knocked down a high spot to allow the pooled water to drain to the East pond. <br /> TOPSOIL—Rule 4.06 <br /> Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> GCC has broadcast additional seed on the King II topsoil stockpile on areas that were thin on vegetative <br /> cover. <br /> GCC continues to remove standing dead trees around the King II facilities that may be hazards. GCC has <br /> indicated that they intend to shred the woody material and utilize it as mulch.
