During Phase 1, the WRL will have two areas, a western and eastern area which fill two <br /> respective low-lying areas (Map C-3). During Phase 2, the two areas of WRL will be merged to <br /> one combined WRL (Map C-4 and C-5). Both WRLs will be constructed from excess waste fines <br /> and overlying weathered rock encountered during pre-mining stripping. The western WRL will <br /> be created first and a road will be created down to the first lift at the base of the WRL. <br /> Following creation of the road, the first lift, and each subsequent WRL lift, will be created in 50- <br /> foot steps that will be reclaimed to a 2.2H:1 V slope as the lift is completed. Regardless of area <br /> and throughout the mine life, the WRL is designed with 2.2H:1 V slopes, see Maps C-2 and F-1; <br /> Figure 5; and Rule 6.5 — Geotechnical Stability Exhibit. <br /> A sump will be created at the base of each WRL, western and eastern, prior to the start of the <br /> first lift. Each WRL sump berm will be <9-foot-tall and constructed to a 2H:1 V slope (Figure 6). <br /> Following creation of the WRL sump and berm, the first lift will be created. Each lift will <br /> capture and contain stormwater from the active disturbed area of the WRL.
