Introduction <br /> The Young Ranch Resource Quarry is located in both Clear Creek and Gilpin Counties at a top <br /> elevation of 8,000 feet. The site is accessed from the Central City Parkway (CCP). <br /> Surface and mineral rights are both owned by the Young Ranch Resource, LLC. The Young <br /> Ranch Resource, LLC requests a Regular(112) Operation Construction Materials Reclamation <br /> Permit from the Colorado Division of Reclamation, Mining and Safety (DRMS). <br /> The proposed DRMS permit boundary includes 469.7 acres and recovery across 335.4 collective <br /> acres of Precambrian metamorphic rocks and overlying Neogene gravel that will supply <br /> construction materials in the Colorado Front Range market. A wildlife migration corridor will be <br /> maintained along the southern extents of the site. The wildlife migration corridor will be deed <br /> restricted following full permit approval and prior to the start of mining. This deed restriction <br /> will be in place during the life of the mine. <br /> The site will be mined in phases for bonding purposes. Initial operations will include <br /> construction via the first phase of mining to create a mine access road, processing area, and <br /> office area with truck scales. Further development of the quarry will occur over three conceptual <br /> phases with reclamation occurring concurrently where possible. Mining will be completed by <br /> blasting the bedrock, with transport of pit run to the processing area. An overlying <br /> unconsolidated gravel deposit will be excavated and processed. Stone processing will include <br /> optional washing and multiple stages of crushing to the required size and screening to blend <br /> various compositions of stone to meet construction material specifications. <br /> Reclamation will return the site to wildlife habitat made up of either mixed dry rangeland on the <br /> southern and eastern slopes and evergreen forest on the northern and western reclamation slopes, <br /> a reservoir, or a combination of both. Final reclamation plans will be determined following <br /> consultation with Central City regarding potential realignment of the Central City Parkway <br /> and/or development of municipal water storage. Following the completion of mining, the <br /> processing area and access road will be fully reclaimed with only a site wide access road. <br /> Young Ranch Resource t. .,: , „� �, ..,. •.. <br /> February 2020 i-1 <br />
