Mr.Daniel Cunningham
RE:North Weld Gravel Pit,M-1976-018,Amendment 01,Adequacy Review Comments
February 1, 2021
7. Once C&H has reached the 125 acre limit, previously mined areas will be fully reclaimed
(sloping of the mine headwalls, replacement of topsoil and seeding of the mine floor)
before mining new terrain. Therefore, the single-cell will evolve over time without any
distinct phases.
8. The processing plant location is shown on the updated Map C-2. The plant will stay at this
location throughout the life of mine.
9. C&H Solution is not planning on mining any secondary commodity at the North Weld
Gravel Pit. The primary commodity to be mined is sand and gravel that begins at 2' to 9'
BSG and extends to 11`to 24' BSG.
10. The operator is not planning on using any explosives during mining or reclamation.
Rule 6.4.5 Exhibit E-Reclamation Plan
11. The replaced overburden and topsoil depths at the end of the mining would be equal to
average overburden and topsoil depths measured during the boring of the exploration pits
by the Civil Resources, LLC. We estimate these depths to be approximately 5 feet both for
overburden and topsoil. During mining operations, the stockpiles of overburden and
topsoil will be stabilized from erosion by shallow slopes and seeding. At end of the mining
operation, the placed soil and overburden will be stabilized by seeding with the native grass
mixed that is proposed pursuant to the reclamation plan.
12. C&H Solutions intends to reclaim the land to rangeland, which was chosen because it is
the current land use and is compatible with the surrounding land uses. The entire area will
be reclaimed to rangeland. Excavators, dozers, and haul trucks will be used to place the
overburden and topsoil and to perform the sloping along the mine edges.
13. The parcels surrounding the mining site are being used for mining and rangeland. The
reclaimed land use of the mining site as the rangeland is compatible with these uses.
14. C&H Solutions recognizes the security and financial warranty release conditions outlined
in item number 14 of the adequacy review.
Rule 6.4.6 Exhibit F-Reclamation Plan Map
15. Most of the parcels surrounding the mining site are being used as rangeland. Therefore, at
the end of the mining operation, this site would also be used as rangeland.
Rule 6.4.12 Exhibit L-Reclamation Cost
16. The reclamation costs remain the same as they were calculated and presented in Exhibit L
of the North Gravel Pit Expansion Application.
Rule 6.4.14 Exhibit N-Source of Legal Right to Enter
17. The source of legal right to enter the property agreement between the North Weld Gravel
and C&H Solution is attached with this review.
www.applegategroup.com Denver • Glenwood Springs • Hotchkiss (303)452-6611
