52.05 APPLICATION FOR PERMIT FOR SDRFACE OR DNDERGROUND MINING ACTIVITIES --
MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. '
2.05.6 Mitigation of Surface Coal Mining Operation impacts. (Cont'd.)
(2) (a) (iii) (R) (Cont'd.)
Because of the careful advance required
to Cunnel through colluvial materials
at the rock slope portals, liCtle, if
anv, surface blasting would occur. ;f
material was encountered during [he
portals development which was too large
[o handle with ear[hmoving equipment,
less than five pounds of explosives
would be used [o break up the materi-
al.
;f the nest is active and adults are
brooding, CIJ; may delay surface blast-
ing until after July 1 or after the ea-
gles stop brooding the young or request
a specialist [o observe the nest during
initial blasting to determine if the
eagles would be afEec[ed. ;f nu impact
is exhibited, blasting would continue
• as needed.
(C) Narrow areas of riparian vegetation oc-
cur along [he immediate streambanks of
Wes[ Roatcap, East Roatcap, Steven's
Gulch, and Terror Creeks (see hfap 9A-])
and consist of cottonwoods, alders,
boxelders, willows, and ocher Crees,
shrubs, and grasses, with aspen replac-
ing the cottonwood at higher eleva-
tions. Willows, grasses, and other
shrubby riparian vegetation extend from
[he streambanks of Steven's Gulch and
East Roatcap Creek onto small colluvi-
al/alluvial deposits. See the Renewa-
ble Resource Lands depicted on ?fap 9-1.
Due Co the small extent and diversity
of riparian vegetation, these areas are
not considered to be high value habi-
tat. No protection, nursery, or win-
tering areas, wetlands, nor other habi-
tats of unusually high value for fish
or wildlife are known to occur within
the permit area.
Revised 17/26/84
.
