Upon <br />completion of backfilling and grading, soil and topsoil are redistributed by scrapers and spread by dozers <br />or graders, providing an appropriate plant growth medium. Lastly, seeding appropriate to the permitted <br />land use occurs. <br />Specific reclamation plans relevant to the SL5 permitting action comprise: <br />No 5 Portal Area No. 9 Portal Area No. 9 Dewatering Station <br />No. 9 Coal Refuse Disposal Area Wastewater Treatment Facility <br />The reclamation plan for the No 5 Portal Area comprises the general backfilling, grading and <br />revegetation tasks discussed above and includes the specific tasks of structure and coal removal. For a <br />listing of the structures associated with the entire site, please see Section 2.05, Operation and <br />Reclamation Plan of the Williams Fork permit document and map 25; Structures and Renewable <br />Resource Map. <br />The No. 5 Portal (Parcel 32), was initially disturbed in the early 1970's prior to the promulgation of <br />SMCRA, consequently, surface development for mining purposes did not include topsoil salvage for <br />future reclamation. The portals were permanently sealed and backlilled in 1996 through 1998. The face <br />up area was backfilled with excess borrow material from various disturbances throughout the site, and <br />sloped to 3H:1V as per the permit document and blends with the adjacent undisturbed slope. In 2008 <br />through 2019 additional demolition and reclamation occurred in the No. 5 Portal area along the west side <br />of the Williams Fork River. <br />List of demolished structures <br />1. Buildings and facilities <br />No. 9 Coal Refuse Disposal Area (parcel 2), construction began at the southern limit, with lifts <br />progressing to the north until the pile surface was level. Once level, construction continued from north <br />to south in 24 inch lifts, each compacted as per the MCM permit Exhibit 21. Once an area of the pile <br />reached the design elevation, two to three and a half feet of non -toxic cover material was placed over the <br />area, followed by topsoil or suitable grow media spread over the reclaimed area. <br />Permit Number.
