January 13,2021 C-1981-035/King Coal Mine JHB <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The upper refuse disposal area(upper RDA)is partially covered in a thin layer of snow. The operator has <br /> installed temporary water bars on the top of the upper RDA to help direct runoff. Shaping of the haul road on to <br /> the upper pile appears to have been completed for the winter. This configuration looks like it will improve water <br /> flow into the ditches and minimize rilling on the west side of this upper portion of the RDA. It appears the <br /> operator is not actively placing refuse on the upper portion of the RDA and instead actively utilizing the lower <br /> RDA. This practice is appropriate management of the RDA and minimizes wear and tear on the haul road during <br /> the winter months. A piece of equipment is parked along the haul road to the upper RDA. <br /> GCC is placing refuse on the east end of the lower RDA. Portions of these piles have been graded out,though <br /> some still remain to be graded. No equipment was actively working the RDA at the time the images were <br /> collected. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5)and <br /> (6)/4.03.2(5)and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> The haul roads at both King I and King II facilities area appear to be in good repair and appropriately <br /> graded. No pooling of water or ice was noted on any of the facilities roads. <br /> SUPPORT FACILITIES-Rule 4.04: <br /> Both the raw coal pile and the clean coal pile have a sizable stockpile of material. No blowing dust from <br /> the stacker tubes was apparent in the images.
