The active mining area will be limited to 15 acres at any one time.
Reclamation will occur concurrently with mining. As mining progresses into a new 15
acre area, the mined out 15 acres will be sloped and contoured in preparation for
final reclamation. This rotational progression of mining and reclaiming will continue
across the mesa and will be consistent throughout the life of the mine.
Earthmoving equipment will vary with mine development. Depending on
depth of plant growth material and overburden, bulldozers and/or scrapers will be
used to expose the target reserve. Loaders will extract the gravel reserve and feed
the processing plant. Bulldozers will maintain slopes and manage stockpiles when
necessary. Reclamation will utilize bulldozers and graders to contour slopes and
prepare surfaces for seeding.
The aggregate processing plant will move as mining progresses through the
phases. The plant will be located out of sight of adjacent neighbors on the east face
of a mesa in Phases I and II. To minimize the potential for fugitive dust, the plant
will be placed near the toe of a mesa out of the path of prevailing westerly winds.
The processing plant will include portable crushers, screens and conveyors and will
operate within the disturbed area. The control van will serve as operation center for
employees. All interior haul roads will be temporary, reclaimed when they are no
longer needed by the operation.
Mining products and byproducts stockpiles will be located within the bonded
area of disturbance. A maximum of six (6) inches of plant growth medium will be
salvaged and stockpiled for use during reclamation. Plant growth medium stockpiles
will be posted as reclamation topsoil and not for sale. Waste rock, fines and
overburden will be stockpiled and used to rebuild the slopes concurrently with
mining. In the event perimeter stormwater berms are necessary, they will be
constructed of overburden and/or fines as mining and reclamation progresses.
Setbacks are required from two manmade structures. Colorado Interstate
Gas requests a 50 foot setback from the centerline of the high pressure gas line.
Xcel Energy requests a 100 foot longitudinal setback along the easements from each
structure and a perpendicular setback from the structure to the edge of the
easement.
Groundwater is not expected to be exposed at this excavation elevation;
therefore no impact to the hydrologic balance Is anticipated. No acid or toxic
producing materials will be exposed during mining. No explosives will be used in
conjunction with mining or reclamation.
5
