6.4.4 Exhibit D
Mining Plan
The 44th Lane Project proposes mining the mesas known as Badger Hills in
eastern Pueblo County. The site is located south of Olson Road and east of 40th
Lane. The target reserve is the Cascajo gravel terrace that ranges in thickness from
10 to 15 feet. Gravel will be mined to shale or clay loam, whichever is encountered
first below the gravel. Topsoil and overburden is minimal with prominent gravel
outcrops. The primary commodity is gravel with fines as a potential secondary
commodity.
The life of 44th Lane Project is market driven. The life of the operation may
range from 10 to 15 years or two (2) to three (3) years per phase. Approximately
25 to 35 acres will be mined each year. Fremont requests a phased bonding of
affected area. The initial bond will include the 15-acre processing and stockpile area,
78 acres of mine area in Phase 1 and it acres of access road for a total of 104
acres. The access road extends to 3e Lane, a Pueblo County commercial vehicle
corridor (Amended Pueblo Area 2035 Long Range Transportation Plan, pg 2-13,
2010), and will be utilized for the life of the mine.
The mine will develop in four (4) phases each encompassing one Cascajo
gravel mesa. Each phase will be bonded prior to commencement of mining. To
protect the view shed of the neighbors to the west and north, Fremont is proposing a
View Shed Buffer Area between the west and north faces of the mesa and the permit
boundary. The mesa face in the buffer area will remain undisturbed during mining.
Mining will begin in Phase 1 on the mesa in the southwest portion of the permit area.
Of the approximately 600 acres in Phase 1 only 78.17 acres will be mined and 15
acres will be used for stockpiles, leaving over 500 acres undisturbed in Phase 1.
Please refer to the chart below for disturbed versus undisturbed acres in each phase.
Mining will proceed in a counterclockwise rotation to subsequent mesas, ending on
the northeast mesa or Phase IV.
Acreage Chart
Total Permit Area 1 1471.00 ac.
Proposed Mined Area per Phase
Phase 1 78.17 ac.
Phase II 71.94 ac.
Phase 111 81.93 ac.
Phase IV 74.86 ac.
Processing and Haul Road
Disturbance per Phase
Phase 1 15.00 ac.
Phase II 15.00 ac.
Phase III 15.00 ac.
Phase IV 15.00 ac.
Disturbed Area 366.90 ac.
Undisturbed Area 1104.10 ac.
4
