Submittal of Bond Release Application and Completeness Determination by the Division <br /> TMI submitted the bond release application following the procedures described in the Act and <br /> Regulations. The application also utilized the Division's Guideline Regarding Selected Coal Mine Bond <br /> Release Issues,dated April 18, 1995. <br /> The Division received TMI's Phase I bond release application, SL21, 3 August 2020, and found the <br /> application complete on 13 Aug 2020, after the Division received proof of publication of the applicant's <br /> public notice. The completeness determination was made in accordance with Section 3.03.2(1)(d). Map <br /> 1, entitled SL-21 Phase I Bond Release Area Delineation and submitted with the application, shows the <br /> location of each parcel. <br /> Public Notice <br /> TMI published notice of the bond release application in the Craig Daily Press once weekly for four <br /> consecutive weeks,beginning on 10 July 2020. TMI also notified landowners within and adjacent to the <br /> mine permit area, and other interested parties, of the application for bond release, as required by Section <br /> 3.03.2(1). The Division received no written comments,objections,or requests for an informal conference <br /> regarding the bond release application. <br /> Bond Release Inspection <br /> The Division conducted the bond release inspection evaluating post-mine topography on the SL <br /> parcels on 13 October 2020 in accordance with Section 3.03.2(2). Details of the Division's <br /> observations during the inspection can be found in the inspection report. <br /> The Division notified the operator, surface owners, Bureau of Land Management (BLM), the Office of <br /> Surface Mining(OSM),and the Colorado State Land Board of the inspection via certified mail. Attendees <br /> included: <br /> o Tom Medlin,Office of Surface Mining Reclamation and Enforcement(OSMRE) <br /> o Robin Reilley, Colorado Division of Reclamation,Mining,and Safety (DRMS) <br /> o Daniel Cunningham, Colorado Division of Reclamation,Mining, and Safety (DRMS) <br /> o Graham Roberts,Trapper Mining, Inc. (TMI) <br /> On 2 November 2020,DRMS sent the SL21 bond release inspection report to TMI, BLM, OSM and the <br /> Colorado State Land Board. <br /> Adequacy Review <br /> Issues discussed during the inspection consisted of maintenance items,isolated areas of erosional features <br /> in parcels FAB 16 a constructed drainage, and LAB 19. The operator addressed the problematic areas <br /> making the requisite repairs within the month. DRMS,on the subsequent inspection,deemed the repairs <br /> adequate. DRMS inspection reports document the issues and repairs made.
