December 1,2020 C-1981-019/Colowyo Coal Mine ZTT <br /> Blast holes were bring drilled along the southwest end of the South Taylor Pit.The blast was a presplit to assist in <br /> the mining progression.The blast did not occur during the inspection. <br /> FISH and WILDLIFE—Rule 4.18: <br /> Over a hundred head of elk were spotted throughout the site. The majority of elk were spotted along the northern <br /> end of the West Pit reclamation. <br /> Deer and pronghorn were spotted in small groupings throughout the site. <br /> A bob cat was spotted along the access road the Section 25 Pond. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Major ditches that run through the East and West Pit reclamation were inspected which include Final East Pit, <br /> North Trib. -East Pit,East Taylor,and Taylor Trib.ditches.All East and West Pit ditches were stable with no <br /> issues.All currently constructed ditches for the Collom area were also inspected. This included D-1,2, 3,4, and <br /> D-6 ditches.The D-2 Ditch maintenance was inspected. The ditch recently has been lined with rip rap to help with <br /> erosion.No erosion was observed and the ditch,along with all other Collom ditches,was stable. <br /> Most of the ponds at the Colowyo Mine were inspected. This included the Prospect, Streeter, Section 16,Work <br /> Area,West Taylor,East Taylor,West Pit, Stoker Siding,Gossard,Rail Loop, Section 36,Middle, Section 25, <br /> Sidehill and Section 26 Ponds.Most ponds held minimal water with no discharge or were dry.The Streeter,East <br /> Taylor and Stoker Siding Ponds were the only ponds visibly discharging at the time of the inspection.The West <br /> Taylor pond generally discharges throughout the year but due to accessibility from weather,this pond was <br /> inspected above from the West Taylor Fill and discharge could not be observed.All pond embankments were <br /> stable and all spillways were in functioning order. <br /> The newly installed french drain above the East Taylor Pond was inspected. The french drain collects water from <br /> the seep located in the West Pit just above the pond. The drain collects the water and diverts it directly to a flume <br /> where flow can be measured before entering East Taylor Pond.No issues were observed. <br /> Repair work at the Stoker Siding Pond was inspected. Earlier in the year,the primary discharge was replaced <br /> which required the embankment to be dugout to remove the old piping. The new discharge pipe is functional and <br /> the embankment of the Stoker Siding Pond has been reconstructed and reseeded.New as-builts have been <br /> provided and approved under Technical Revision 142.No issues were observed. <br /> Sediment fence was inspected along Haul Road A as well as the perimeter Collom area,specifically the Collom <br /> Pit. The maj ority of the silt fence was stable and in working order.For the Collom Pit,exemptions and alternative <br /> sediment control practices has been approved with the use of these silt fences(Volume 18,Exhibit 7,Item 23,Part <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 7 <br />
