November 3, 2020 C-1981-008/New Horizon Mine LJW <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The operator has moved material from the facilities area topsoil stockpiles to topsoil stockpile 12 in <br />Section 36 (north of BB road and west of 2700 road) The pile area has been shaped and ripped but not yet seeded <br />and can be seen in Photo Four. Topsoil that was moved is not needed for final reclamation at the facilities area, <br />but will be utilized when the operator spreads the topsoil in this final area. Some material was also taken to <br />Topsoil stockpile 1113. The soil moved to the I IB area has been placed shown in Photo Five, but not yet disced or <br />seeded. Conversations with the Operator indicate that discing and seeding will take place very soon, likely before <br />any significant snow fall is received. There was no signs of erosion on the newly stockpiled materials. <br />At the facilities area topsoil stockpile D remains, a portion of stockpile H remains, Topsoil stockpile C has been <br />utilized or moved, and most of topsoil stockpile E has been utilized. Some final grading and shaping of topsoil <br />stockpile C, E and H footpints remain to be done. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 6 <br />
