area (Refuse Pile) can be found in King I Appendix 10(1) of the permit <br />application. The coal mine waste is and will continue to be underground mine <br />waste rock extracted over the combined life of the King I and King 11 Mines. <br />The material is composed of dense, medium grained sandstone with occasional <br />shale and carbonaceous shale partings. A limit equilibrium static analysis was <br />performed using effective stresses to assure long term stability of the bank. A <br />relatively flat 2.5h:Iv slope is used for the face of the waste pile. This analysis <br />provided a range of factors of safety between 1.85 and 2.74, well above the <br />required 1.5. <br />The Refuse Pile is located east of the King I Mine entrance, beginning just east of the <br />shop building and extending up the east side drainage approximately 900 feet (see Map <br />King I-007 in the PAP). An intercept channel (Reach 1 on Map King I-007) was <br />constructed north of the pile to divert flow from the undisturbed area around the site <br />and to Hay Gulch (via a series of culverts and channels that run along the east side <br />of the King I disturbed area). Similarly, a channel was constructed at the bottom <br />(south side) of the Refuse Pile to intercept runoff from the pile. This channel is <br />Reach 10, and it routes the water to the two sediment ponds at the lower end of King <br />I. An underdrain system was constructed beneath the Refuse Pile, and the two <br />branches of this system drain to a series of culverts and channels that lead to the <br />sediment ponds. <br />B. The applicant has not submitted a plan for disposal, at the approved disposal area <br />within the permit boundary, of mine waste materials generated by activities outside <br />the permit boundary (4.10.1(2)). <br />C. The disposal area will be inspected on a regular basis by a qualified professional <br />specialist under the direction of the professional engineer, experienced in construction <br />of similar earth and waste structures (4.10.2(1)). <br />D. An alternative sub -drainage system for the coal mine waste area has not been proposed. <br />The Division finds that the approved sub -drainage system will ensure the applicable <br />static safety factor, stability of the fill, and protection of the surface and ground water <br />(4.10.3(5)). <br />E. The applicant has submitted a demonstration based on physical and chemical analyses <br />that shows that revegetation requirements of 4.15 can be met with less than 4 feet <br />of cover on the coal processing waste bank (4.10.4(5)). <br />IX. Coal Mine Waste <br />Non -coal waste will be stored at designated locations at the mine site, and <br />then transported to a disposal site by a licensed contractor. <br />16 <br />
