Exhibit L
35. The list on page L-1 does not account for Area 2. Cost should include dewatering,
backfill, and seeding of Area 2 as well.
a. Clarify if the 800 ft. to place topsoil is accurate for Area 2 as well. If not
provide the distances for each work area
b. Speck the distance to place overburden in Area 2
Dewatering of Area 2 is not in Exhibit L as the amount of water that must be dewatered at the
very end of Area 1 is greater to or equal to any combination of Area 1 and Area 2 dewatering.
Area 2 will have a peak dewatering requirement of roughly 22 acre-ft. This volume will be filled
by backfill prior to Area 1 reaching its full mining scale. At full mining scale, Area 1 would
require the dewatering of 269 acre-ft to allow for topsoiling and seeding on the slopes. This
means that the time of greatest dewatering at 23.25 West Pit is after backfilling is completed in
Area 2.
A topsoil haul distance(1100 feet) from Area 1 to Area 2 has been added to the list in Exhibit L.
Overburden backfilling in Area 2 will be complete at the time of the bond scenario as it occurs
when Area 1 is finished mining. Thus Area 2 backfilling is not included in the bond cost.
Topsoiling and revegetating has been expanded to 10 acres to incorporate final topsoiling and
revegetation work in both Area 1 and Area 2.
36. Table L-1.
a. Table needs to include costs for Area 1 and Area 2 (list separately where
possible)
b. Dewatering task is only for Area 1. What is the starting ac.ft. that needs
dewatered and the inflow rates for both Area 1 and Area 2 (individually).
Inflow rates may also be provided in Exhibit G
c. Include a cost and units for overburden placement to backfill Area 2.
d. Describe reclamation task such as topsoil, seedbed prep, seeding and mulching
for each Area.
Given that Area 2 will be entirely back-filled, the Operator may wish to have a stockpile location
in Area 2 to decrease bonding for hauling material from the west side of Area 1 to Area 2.
Table L-1 has been updated in line with the responses to Item 35. See the revised Exhibit L.
Exhibit N
37. 8c-states the use of concrete/rubble for backfill however there is no mention of
importation of material in the mining or reclamation plans.
See the revised Exhibit D regarding the import of materials.
23 114 West Pit 7
October 2020 , , —
