October 6, 2020 C-1981-008/New Horizon Mine JHB <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Stock Pond 1 was holding a small pool of water and the embankment was well vegetated. <br />Pond 15 was dry. Small Rabbitbrush plants were on the embankment and in the bottom of the pond. <br />Pond 12 was dry. No problems or noxious plant species were noted at this pond. <br />Pond 16 was dry. <br />Pond 18 was dry. <br />Pond 13 was holding a full pool of water. Inflow from the French drains was occurring. Cattails remain growing <br />near the inflow and are useful in retaining the water in the pond longer. Outflow measured 0.60 on the staff gauge. <br />The effluent was clear but had a slightly sulfur smell. <br />Ditches through out the mine are clear and functional. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />We met up with the farmer of the irrigated cropland, IC-1, JoEllen Turner. She had cut the rotation crop, <br />and was in the process of allowing it to dry and getting it baled up. She was anticipating getting the cut crop baled <br />in the next day or so, depending on the moisture content of the hay. She and Frank were in agreement with what <br />locations in the field needed some additional leveling. She and Frank had discussed the need to add some seed to <br />the grassed swale prior to seeding next spring with the perennial crop. Topsoil had been added to, and shaped at <br />the topsoil stockpile I I at the Morgan property. JoEllen was content with the work that the operator had done, <br />and at the time of the inspection, did not have problems to discuss regarding the reclamation. <br />The reclaimed haul road on the Guire property had been cut and was not being irrigated at the time of the <br />inspection. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The operator has completed topsoil placement on IP-8 (Benson West field) for 2020. The filled topsoil <br />has been ripped and seeded and blends well with the existing field. <br />The operator has moved material from the facilities area topsoil stockpiles to topsoil stockpile 12 in Section 36 <br />(north of BB road and west of 2700 road) The piles have been shaped and ripped but not yet seeded. Topsoil that <br />was moved is not needed for final reclamation at the facilities area, but will be utilized when the operator spreads <br />the topsoil in this final area. Some material was also taken to Topsoil stockpile 1113. <br />At the facilities area, topsoil stockpile D remains, a portion of stockpile H remains, Topsoil stockpile C has been <br />utilized or moved, and most of topsoil stockpile E has been utilized.
