15 October 2020 C-1982-057/Seneca II-W Mine RAR <br /> HYDROLOGIC BALANCE-Rule 4.05 <br /> General Requirements 4.05.1; Effluent Standards 4.05.2; Divergence and Conveyance of Overland <br /> Flow 4.05.3;Diversions 4.05.4; Sediment Control Measures 4.05.5, 4.05.6; Discharge Structures 4.05.7 <br /> Impoundments 4.05.9; Ground Water Monitoring 4.05.13; Underground Mine Entry 4.05.10; <br /> Surface and Ground Water Monitoring 4.05.13;Stream Buffer Zones 4.05.18: <br /> Unless otherwise noted pond banks,dams,dam outslopes and reconstructed drainage ways appeared stable,were <br /> functioning adequately and well vegetated at the time of inspection. <br /> o Pond 16 was receiving inflow from spring above and was discharging clear water at the time of <br /> inspection. <br /> o Stock Tank 5 was holding a small amount of water. <br /> o Pond 5 held water and was not discharging. at the time of inspection. <br /> o Pond 6 discharging clear water at the time of inspection. <br /> TOPSOIL-Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution 4.06.4: <br /> o Topsoil piles observed were associated with roads. Their slopes appeared stable and vegetated. <br /> o Stock piles are marked appropriately. <br /> o As the site has been reclaimed,most topsoil has been utilized throughout the site. <br /> SLIDES and OTHER DAMAGE-Rule 4.12 <br /> o The site,in the past,has experienced soil movement in the form of slumps and slides. At the time of <br /> inspection no evidence of recent new movement was observed and historic slide areas appeared stable. <br /> o Due to slope and aspect,slide and slumped areas tend to be sparsely vegetated. <br /> REVEGETATION-Rule 4.15 General Requirements 4.15.1 <br /> o Reclamation and revegetation have been completed throughout the site. <br /> o No extensive areas devoid of vegetation or,expansive areas of weeds were noted at the time of inspection. <br /> o Reclamation appeared stable with well established vegetation,that was mostly dormant at the time of <br /> inspection. <br /> o Establishing vegetation on slide and slump areas is problematic due to slope and aspect. <br /> INSPECTION, ENFORCEMENT and CIVIL PENALTIES—R ULE 5 <br /> Inspections 5.02;Availability of Records <br /> Permit records were inspected. Please see records section below.
