14 October 2020 C-1994-082/Yoast Mine RAR <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge <br /> Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Drainage-Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream <br /> Buffer Zones 4.05.18 <br /> o Constructed drainages appear well armored, stable,well vegetated and functioning <br /> adequately. <br /> o Dam outslopes appeared stable and functioning adequately at the time of inspection. <br /> o Pond 10 was full and discharging a trickle of clear water through the flume. The flume <br /> was in good repair. Many waterfowl were on the pond. <br /> o The sinkhole, identified in Spring of 2020 a short distance to the south on drainage LU3A <br /> was dry, and exhibited cracking around the edge at the top. No sloughed soil occupied <br /> the bottom of the feature. The sinkhole is approximately 6 feet deep and 12 feet across. <br /> o Stock Tank 1 held water. <br /> o Pond 14 was holding clear water and not discharging at the time of inspection. <br /> o Pond 12 was discharging clear water at the time of inspection. <br /> o Pond 13 held water and was not discharging at the time of inspecton. <br /> TOPSOIL -Rule 4.06 <br /> Removal4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution <br /> 4.06.4: <br /> o Topsoil piles, mostly associated with permanent roads and ponds, were observed to be <br /> adequately marked, stable and vegetated. <br /> o As the site has been reclaimed,most topsoil has been utilized throughout the site. <br /> SLIDES and OTHER DAMAGE 4.12 <br /> o The site, in the past,has experienced soil movement in the form of slumps and slides. At <br /> the time of inspection no evidence of recent new movement was apparent at any of the <br /> slumped areas. <br /> RE VEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br /> o Reclamation and revegetation have been completed at this site. No extensive areas <br /> devoid of vegetation or weed infestations were apparent at the time of inspection. <br /> o A diverse selection of grasses, forbs, native perennials and shrubs are present throughout <br /> the site and appeared well established. <br /> o Grasses and forbs were for the most part dormant at the time of inspection. <br /> o Establishing vegetation on slide and slump areas is problematic due to slope and aspect <br /> and these areas remain sparsely vegetated. <br /> INSPECTION, ENFORCEMENT and CIVIL PENALTIES RULE 5 <br /> Inspections 5.02;Availability of Records <br /> Permit documents were inspected.
