should be repaired or replaced. Water was entering the King II sedimentation pond but the water <br /> level is very low and the pond is not discharging. Water was coming from the wash bay, there <br /> have been no recent rainfall events. Culvert C-15 by the office building is partially clogged on <br /> the outlet(lower) end and should be cleaned. <br /> Rule 4.06: Topsoil <br /> All observed topsoil and substitute growth medium stockpiles at both King I and II were stable <br /> and marked as required. Berms are used for sediment control around the base of stockpiles. <br /> Vegetation is very well established on the main King II facilities area topsoil stockpile. There <br /> was a small area on the northwest side of the King 11 topsoil stockpile with sparse vegetation that <br /> should be reseeded this fall to prevent erosion or invasion by noxious weeds. Minor amounts of <br /> musk and Canada thistle were present on the stockpile and should be monitored and controlled <br /> during appropriate times of year to allow for successful uptake of herbicide. <br /> Rule 4.10: Coal Mine Waste Banks <br /> The refuse pile is in good condition. No material was being added during the inspection, but a <br /> water truck entered the area spraying the access road and ramp as well as the top active lift. Mine <br /> staff recently addressed water control issues at the head of the pile, berming up refuse material to <br /> route surface runoff to the side ditches rather than across the face. Mrs. Binns noted a low area <br /> on the north side of the top of the refuse pile. Due to the configuration, water could pool here and <br /> create a stability concern. Refuse material would likely be added to this location soon through <br /> the normal course of operations, but attention should be payed to ensure grading results in <br /> positive drainage. One culvert under the upper refuse pile access ramp is partially clogged and <br /> bent. This should be cleaned out and repaired. <br /> The shotcrete on the northern perimeter ditch is in excellent condition and is functioning as <br /> designed. No undercutting or other problems were noted. The clearwater diversion on the south <br /> side of the refuse disposal area is also in good condition. <br /> Maintenance Items Noted: <br /> • The low spot on top of the refuse disposal area should be graded to avoid pooling water. <br /> • One culvert under the upper refuse pile access ramp is partially clogged and bent. This <br /> should be cleaned out and repaired. <br /> • Straw wattles along the access road to King I refuse disposal area are reaching the end of <br /> their useful lifespan and should be replaced soon. <br /> • Silt fencing along the entrance road SAE at King II is torn in several places and requires <br /> repair or replacement. <br /> • The silt fence material on top of the berm by the air jig is damaged and should be <br /> repaired or replaced. <br /> • A small area on the northwest side of the King II topsoil stockpile has sparse vegetation <br /> and should be reseeded this fall to prevent erosion or invasion by noxious weeds. <br /> • Culvert C-15 by the office building is partially clogged on the outlet(lower) end and <br /> should be cleaned. <br /> Programmatic Compliance: <br /> No enforcement actions were initiated during this inspection and none are pending. <br /> 2 1 Page <br />
