Mine Site Inspection <br /> Mine Name: King Coal Mine <br /> Permittee: GCC Energy, LLC <br /> Permit ID#: # C-1981-035 <br /> Inspection Date: October 7, 2020 <br /> Time: 8:30 — 11:45 <br /> Inspection Type: Partial Oversight Inspection <br /> Weather Conditions: Cool temps (30's - 50's), clear skies, dry ground <br /> Participants: <br /> Christine Belka: Office of Surface Mining Reclamation and Enforcement(OSMRE) #182 <br /> Janet Binns: Division of Reclamation Mining and Safety (DRMS) <br /> Jay Goodall: GCC Energy, LLC (GCC) <br /> Lucas West: DRMS <br /> Background/General Information <br /> King Coal is an active, producing, underground coal mine in LaPlata County. Routine haul truck <br /> loading operations were occurring during the inspection. The approved King III portal project is <br /> on hold and development work has not yet been initiated. This was a partial oversight inspection. <br /> Rule 4.02: Signs and Markers <br /> Permit identification signs contain all required info (permit number, mine and operator names, <br /> address, and phone number) and are placed at all mine entrances from County Road 120. Permit <br /> boundary and disturbance boundary signs and markers were visible throughout inspected areas. <br /> Topsoil and approved growth medium stockpiles were marked as required in all locations. <br /> Rule: 4.03: Roads <br /> All roads travelled were in good repair. GCC routinely waters roads to suppress dust. County <br /> Road 120 and the main haul road at the King II facilities were damp from recent water truck <br /> activities. The water truck worked on the active lift of the refuse pile and the associated access <br /> road during the inspection. All roads are in good repair with adequate surfacing and drainage. <br /> Rule 4.04 Support Facilities <br /> All observed office, shop, parking, and storage yards were orderly and well-maintained. <br /> Rules: 4.05.5 and 4.05.6: Sediment Control Measures and Sedimentation Ponds <br /> The King I West and East ponds were dry at the time of inspection. Neither is at sediment clean- <br /> out level, but GCC intends to clean both this winter when conditions and workload allow. No <br /> problems were noted with inlet or outlet structures or pond embankments. Straw wattles along <br /> the entrance road to the King I refuse disposal area are reaching the end of their useful lifespan <br /> and should be replaced soon. <br /> Silt fencing along the entrance road SAE at King II is torn in several places and requires repair or <br /> replacement. The silt fence material placed at the top of the berm by the air jig is also damaged. <br /> This appears to function as a dust shield to prevent coal dust from leaving the disturbed area and <br /> 1 1 Page <br />
