October 6, 2020 C-2010-089/New Horizon North Mine JHB <br />The remaining saplings will not impede flow or function of the ditch. This maintenance is acceptable. <br />The ditch noted during the August inspection near the Groundwater sampling well cluster (53, 54, and 55), Frank <br />explained was a remnant piece of the irrigation ditch that has since been replaced, and was not a result of water <br />sampling. However, to assure that runoff from the groundwater well pad is properly directed to the water <br />treatment system, the operator has blocked the ditch on the west side (county road side) to assure that any runoff <br />from the pad will drain to the NHN-002 south ditch. This is an appropriate treatment. (Photo 6) <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The irrigated pasture (Center pivot -Garvey field) has been cut, baled, and bales removed. The field is dry, <br />though the alfalfa remains green. Irrigation water is still flowing in the CC ditch, but the irrigated pasture at New <br />Horizon North was not currently being irrigated. No large dead spots were apparent from ponded water during the <br />irrigation period. It appears the field is mostly draining appropriately. <br />Dryland pasture areas have been heavily impacted by the drought. Vegetation is sparse in the dryland areas, but <br />erosion was not noted in the reclaimed dryland areas. <br />SUPPORT FACILITIES - Rule 4.04: <br />The silt fencing installed at the south end of the irrigated pasture, and on the north side of the partially <br />regraded facilities area are holding up well. The operator has added additional silt fencing to the sections that had <br />experienced some undercutting. This additional fencing is buried below the previous fencing.
