Christine Belka of the Office of Surface Mining,Reclamation and Enforcement(OSM)oversaw the <br /> inspection,and Kathy Welt of Mountain Coal Company(MCC)accompanied the inspection. The weather was <br /> clear and dry.The mine was active. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was in the SS panel,between cross-cuts 19 and 18 on the SS head gate. <br /> Development of the SS2 head gate was complete,but development of the SS2 start line had not yet begun. <br /> Development of the Sunset Mains South had progressed to around cross-cut 33. <br /> Development of the LWE14 panel had begun. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> No processing waste was being generated or transported at the time of the inspection. Processing waste <br /> remained temporarily stockpiled on the RPE.The RPEE was inspected.The surface of the pile was well graded to <br /> ensure positive drainage and the area around the inlet to the culvert under the road where the road crosses onto the <br /> RPEE had been graded steeply to minimize the potential for water to pool. <br /> SUPPORT FACILITIES- Rule 4.04: <br /> No recent work had taken place on the MVB pads,holes and roads for the SS2 panel,and the gate <br /> remained locked. <br /> The SS MVB pads were inspected. Sediment control devices had been refreshed since the last inspection, <br /> but had been damaged by cattle in several places and were scheduled to be refreshed again(for a fourth time this <br /> season),by D&S Underground contractors. <br /> Exhausters were in place on several of the SS1 MVBs. The SS1-5 borehole was connected to a mobile <br /> flare which was running at the time of the inspection,and had been running for the preceding 48 hours straight <br /> according to John Clawson,who was monitoring the flare.
