Mr. Bowles collected <br /> aerial photos on 9/3/2020, and downloaded them on 9/4/2020. Janet Binns evaluated them on 9/15/2020. This <br /> report is a result of evaluation of the digital images. <br /> The site appears dry and the weather appeares clear. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> No blowing coal dust was apparent in the photos at the King 11 facilities area or at the King I RDA. No <br /> water truck was noted in the aerial photos on the haul roads, or on the county road. No blowing dust was observed <br /> near the trucks either. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Stabilization of Rills and Gullies <br /> 4.14.6: <br /> No initiation of construction of the King III portals or access road has begun. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; hrtpoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Ditches at the King I Refuse Disposal Area(RDA) appear to be holding up well. No breaches or <br /> blockages were visible in the ditches from evaluation of the photos. <br /> King 1 The West pond was dry. No sediment removal has been initiated yet. The East pond at King I is dry as <br /> well. <br /> At King II The pond is holding a very small puddle of water at the south end of the pond.
