approximately 3.1 acres. We believe this explains the discrepancy between the 12.43 acres and
the 9.3 acres discussed in Section 3.3. The Revegetated Areas,the Waste Rock Areas, and the
number of acres to receive topsoil are depicted on Map F-1,which is included in Attachment 2.
S. DRMS Comment:Map F-1 a Structure Reclamation Map
The "Demolition Work"page of the revision references the removal of structures that are not
shown on Map F-1 a. The structures that are listed on the Demolition Page but are not included
on the map are the Tailings conveyor, Portal Cover Structure and Storage Building(Quonset,
Empty). Similarly, Table L-1 lists item 9 as a Half-Culvert Removal however the half-culvert is
not indicated on map F-1 a. Please provide a narrative clarifying the removal of these structures,
include any specialized equipment required for the removal of the structures, and update Map F-
1 a to reflect the location of the structures.
OSMI Response: The naming convention of several structures that were in the original
Reclamation Cost Estimate worksheets has been modified. The Tailings Conveyor listed on
Demolition Work page was never constructed, and there are no plans to construct such a
structure. Therefore, it has been removed from the Reclamation Cost Worksheet. The Portal
Cover Structure is included as part of the Rail Yard&Battery Charging facility,which is listed
as item 7 on Map F-la. The Quonset storage building was removed and is no longer on site and
therefore,that line item has been removed from the Demolition Work cost estimate worksheet.
The Demolition Work page of the reclamation cost estimate worksheets has been updated, a
copy of which is included in Attachment 3. All half culverts will be removed and disposed of as
scrap metal and require no specialized equipment for removal.
6. DRMS Comment.Appendix 2,Exhibit E- Updated Reclamation Plan
a. In the introduction section of Appendix 2, Exhibit E- Updated Reclamation Plan there are
discrepancies in the number of acreages stated. The total permit acreage listed on Page E-1
indicates the inclusion of 38.23 Acres in Governor's Basin, however in the review process of
AM-01 the acres associated with Governor's Basin were removed from the application and
therefore not part of the Permit Area. Similarly, there is.46 Acres listed for Shafts, however the
Monongahela Vent Raise and Secondary Escapeway is not listed. The total number of Acres
included in the Permit Area is in conflict with records held by the Division. Our records indicate
the total Permit Area is 50.3 Acres. Please clam the total number of Acres in the Permit Area
to include the 960 Incline Vent Raise, the Yellow Rose Raise and Secondary Escapeway and the
Monongahela Vent Raise and Secondary Escapeway.
OSMI Response: The inclusion of the 38.23 acres from Governor Basin was in error and has
been removed. A revised Exhibit E is included as Attachment 4.A summary of the permitted
acreage chronology is provided below.
1) Initial Permit Application—34.19 acres,which included 33.5 acres at the main portal area
and 0.69 acres for 3 ventilation shafts at 100 x 100 feet each(i.e.,the 960 Raise,the
Yellow Rose Shaft, and the Monogahela Shaft).
