Frank Ferris represented ERMR and <br /> accompanied the inspection. Frank was in the field when the inspector arrived on site. The inspector met Frail{in <br /> a field adjacent to the property. The weather was hot a dry,but clear. much of the smoke from wildfires in the <br /> state had disappated, though it was still somewhat hazy. Covid-19 protocols were followed. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Stabilization of Rills and Gullies <br /> 4.14.6: <br /> The operator is in the process of filling low spots in irrigated pastures to account for differential settling. <br /> This is discussed in more detail in the topsoil section. <br /> The operator was completing the regrading of Sediment pond 9 to a permanent stock pond.Final configuration of <br /> the emergency spillway was being conducted at the time of the inspection. The stock tank has been nicely graded, <br /> and blends well with the surrounding slopes. The stock tank was currently dry. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The mine is very dry with little rain since the end of July. Pond 16 was dry, and Pond 18 was dry. <br /> The ditches south of BB road that had sediment deposition after the July heavy precipitation events had been <br /> cleaned out. The sediment that came off the irrigated cropland field(Morgan property)has been left at the side of <br /> the field for the farmer's use. These repairs are appropriate. The culvert at the NW corner of the Irrigated <br /> Cropland inlet is roughly 1/3 full of sediment. Frank assured that this culvert would be flushed out. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> During the inspection Frank saw one of the landowners, Pat Enstrom, owner of the pasture that had some <br /> sediment deposition during the July storm event.
