PERMIT#:P-2003-018 <br /> INSPECTOR'S INITIALS:ACY <br /> INSPECTION DATE:June 30,2020 <br /> OBSERVATIONS <br /> This inspection was conducted as part of the Colorado Division of Reclamation, Mining, and Safety normal <br /> monitoring program. The Mahogany Research Project-Public Land Prospecting is a Hard Rock NOI located in <br /> Rio Blanco County. Amy Yeldell of the Division conducted the inspection. Samantha Baker represented the <br /> Operator. Paul Daggett of the White River Field Office BLM was also present. <br /> The permitted NOI includes a total of 48.69 acres and has a current bond of$2,656,462.00. <br /> All hydrology wells have been abandoned and pads have been reclaimed. The last reclamation efforts were <br /> completed in 2015 and now are awaiting adequate vegetation establishment. This summer has been extremely <br /> dry, with little to no spring time moisture and a below average snowfall leaving many areas stunted. Over all <br /> pads are stable with no signs of erosion. All mining related debris has been removed from the site(s). Specific <br /> observations of each pad are listed below, <br /> *Pad 3-1-299: Short access road to pad with good vegetation density. Pad has high foliar coverage density of <br /> 80-90%, mostly knee high grasses and some rabbit brush. Very few sparse areas. Blends naturally with <br /> surroundings. Final reclamation has been achieved. <br /> *Pad 2-2-299: Long access road that remains a two-track. Vegetation is variable in density from 30-70%with <br /> little to no weeds. Temporary hot fence was installed around pad area to keep out wild horses but has <br /> been damaged. Overall vegetation within pad is lush and diverse. Both grasses and shrubs seem to be <br /> doing well, few grazed spots but vegetation will likely bounce back. Final reclamation has been <br /> achieved. <br /> *Pad 65-27-199 (B8-27): Site reclaimed in 2004. Vegetation is diverse with mature shrubs throughout pad. <br /> Woody debris scattered, no erosion. Final reclamation has been achieved. <br /> *Pad 61-22-199 (B5-22): Short access road to pad with good plant establishment. Pad has lots of grasses and <br /> some shrub volunteers. Vegetation in some areas is stunted from grazing but is present in adequate <br /> densities and should recover. Final reclamation has been achieved. <br /> *Pad 64-28-199 (B7-28): Both the access road and pad have good plant establishment. Patches of the pad have <br /> been grazed nearly to the ground decreasing overall cover. The plants are there,the pad just appears bare <br /> due to the sparse foliar coverage. The plants will rebound once grazing pressure decreases. Little to no <br /> weeds were observed. Final reclamation has been achieved. <br /> *Pad 60-21-199: Pad has been grazed extremely hard. Grasses make up approximate 70% of the vegetation on <br /> site.Nearly all of the grasses have been eaten to the ground. The shrubs scattered throughout the site are <br /> doingmuch better as the have not been razed. Overall the plant composition and basal density is <br /> Y g P P tY <br /> adequate,but foliar cover is not a good indicator of overall reclamation success. Final reclamation has <br /> been achieved. <br /> *Pad 57-15-199: Good overall cover comprised of several species of grasses and shrubs.No weeds. Pad <br /> appears as a clearing and naturally blends with surroundings. Final reclamation has been achieved. <br /> Pad 58-14-199: Long access road. Pad is noticeably dryer than other previously observed areas. Vegetation is <br /> still growing but is minimal and what is present has been grazed hard and appears stunted. The <br /> depression noted last summer has been re-contoured, smoothed out and re-drilled in fall of 2019. Pad <br /> should be monitored throughout the summer to see if it recovers or if additional seeding will be <br /> Page 2 of 12 <br />
