Page 1 <br /> 1 Introduction <br /> This Amendment to the Plan of Operations (Plan) is submitted to the Bureau of Land Management <br /> (BLM),Grand Junction Field Office by Miners Mall, LLC(Miners Mall)for the existing Humming Bird <br /> Mine(Project), C00079090. This plan REVISES and extends Miners Mall's existing mining operation <br /> of specimen quality amethyst,fluorite,calcite,and various copper minerals from a localized deposit <br /> in Mesa County, Colorado. The general location is shown in Figure 1. <br /> Miners Mall currently operates the Humming Bird Mine under the approved Plan of Operation <br /> (C00079090)and wishes to add the Siberia Project Area to the existing Plan.The Humming Bird <br /> Mine is bonded through the state of Colorado Department of Reclamation, Mining, and Safety <br /> (DRMS)(M-2017-035) in the amount of$2588 for its current area of disturbance of approximately <br /> 0.20 acres.This amendment does not request release of or otherwise reduce any disturbance <br /> currently permitted. <br /> The proposed Siberia Project is contained within the existing 3.14 acre Humming Bird Claim <br /> (Appendix A, Figure 4). <br /> The Siberia Project entails accessing underground workings through an existing abandoned mine <br /> portal,situated near the southern boundary of the Humming Bird Mine Claim.The abandoned mine <br /> was grated by DRMS in 2000,and is currently secured with a government lock. Mining underground <br /> will include utilization of hand tools in order to excavate presumed ore; presumed ore will then be <br /> removed from the mine site in order to be processed at an off-site location on private land. Miners <br /> Mall would like to include this portal (and the resources within it) into the operational plan, permit <br /> and financial reclamation bond. Under this plan amendment, Miners Mall will operate on pre- <br /> existing disturbance, and thus will increase the overall surface disturbance of the Plan of Operation <br /> by only about 0.04 acres. <br /> Reclamation of the Project area will be conducted upon removal of all presumed ore(vein material) <br /> and will consist of returning"access control"of the currently installed DRMS mitigation grate. <br /> Miners Mall will then re-seed the area and all access routes with BLM/DRMS-approved seed mix <br /> and mulch to facilitate revegetation. <br /> This plan amendment is submitted in accordance with the BLM Surface Management Regulation 43 <br /> Code of Federal Regulations(CFR)3809,as amended. <br /> In addition to this Plan Amendment,an application and bond recalculation for this Project has been <br /> submitted to the Colorado Division of Reclamation, Mining and Safety(DRMS).This Project was also <br /> submitted to the agencies listed below during the bonding recalculation process(as required by the <br /> DRMS), in which each agency have 30 days to respond/file concern to the DRMS. <br /> Mesa County Planning Department - Mesa County Board of Commissioners <br /> Western Colorado Conservation Department - US Army Corps of Engineers <br /> Colorado Department of Public Health Air Pollution Division -Colorado Division of Water Resources <br /> Colorado Office of Archaeology& Historic Preservation -Colorado Division of Wildlife <br />
