August 14, 2020 C-1980-007/West Elk Mine LDS <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> The wash plant was not running at the time of the inspection.A temporary pile of processing waste rock <br /> had been made on the surface of the RPE. Mr Munz estimated it to be approximately 40,000 tons. <br /> No processing waste was being transported at the time of the inspection,however considerable material <br /> had been deposited on the RPEE since it was last inspected. The active surface of the RPEE was well sloped to the <br /> north-west,to aid positive drainage. The haul road had been constructed and surfaced across the face of the pile <br /> (on the northern edge of the active surface). A berm had been built up on the north side of the haul road, and the <br /> slope to the north of it had been topsoiled, seeded and mulched. <br /> The area surrounding the inlet to the culvert conveying surface water off the RPEE and under the haul <br /> road had been graded. Mr Munz reported that MCC intends to line the area with riprap. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5)and <br /> (6)/4.03.2(5)and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> Roads around the site, including the RPEE haul road and the main MVB access road up Sylvester Gulch, <br /> had recently been graded. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> Contractors with D&S Underground,Inc. of Hotchkiss, CO had completed reclamation of E74,E8-1 <br /> through-5,E8-7 and the segment of road to exploration pad SST-4. The recent reclamation was not thoroughly <br /> inspected. The contractors had demobilized their heavy equipment and had staged it in readiness to respond to <br /> wildfires around the state if called upon. <br /> Pumps were in place on SS1-2 through-7. The pump had been removed from SS1-1. Some of the <br /> sediment control on the active roads and pads needed to be refreshed. Contractors with D&S Underground were <br /> scheduled to start maintenance of sediment control devices on Monday(August 17), for the third time this <br /> summer. Mr Munz estimated that two trailer loads of straw bales and wattles would be required. MCC sent <br /> pictures of repaired sediment control devices by email on Tuesday(August 18). <br /> Access to the SS2 MVB pads and roads had been restricted by a locked gate.
