ICMC RECERTIFICATION SUMMARY AUDIT REPORT <br /> <br />PRINCIPLE 5 – DECOMMISSIONING <br />Protect Communities and the Environment from Cyanide through <br />Development and Implementation of Decommissioning Plans for <br />Cyanide Facilities <br />Standard of Practice 5.1: Plan and implement procedures for effective decommissioning of <br />cyanide facilities to protect human health, wildlife, and livestock. <br />CC&V is: <br /> in full compliance with <br />Standard of Practice 5.1 in substantial compliance with <br /> not in compliance with <br />Summarize the basis for this finding: <br />CC&V is in FULL COMPLIANCE with Standard of Practice 5.1, requiring that a decommissioning plan is <br />developed and implemented for effective closure of cyanide facilities to protect human health, wildlife, and <br />livestock. <br />The operation has developed written procedures related to the decommissioning of cyanide facilities. <br />The operation has a Mine Land Reclamation Permit that contains decommissioning procedures that are <br />revised with each permit amendment. Each amendment address new constructions and alterations to site <br />therefore the cyanide facilities are addressed in each amendment. The permit references previous approved <br />rinsing criteria for WAD cyanide. <br />There is a schedule in Volume 1 of the Permit Amendment that contains a general schedule of activities for <br />each area, including details on reclamation as well as a table providing more details on duration. <br />Each Newmont operation has a Closure Reclamation Life of Mine spreadsheet that includes <br />closure/decommissioning information for each facility/landform, including cyanide facilities. <br />A yearly cost for closure/decommissioning is listed for each facility in this spreadsheet, which is based on <br />closure scheduling. The operation does review its decommissioning procedures during the life of the <br />operation. Each time a Permit Amendment is submitted the operation undertakes a review of the reclamation <br />and closure procedures listed. In addition, part of the annual review of the closure costs includes a review of <br />the activity schedule. <br />Standard of Practice 5.2: Establish an assurance mechanism capable of fully funding cyanide <br />related decommissioning activities. <br />CC&V is: <br /> in full compliance with <br />Standard of Practice 5.2 in substantial compliance with <br /> not in compliance with <br />Summarize the basis for this finding: <br />CC&V is in FULL COMPLIANCE with Standard of Practice 5.2, requiring that operation establish an <br />assurance mechanism capable of fully funding cyanide related decommissioning activities. <br />The Operation has developed a cost estimate to fully fund third party implementation of the cyanide related <br />decommissioning measures. <br />The Operation uses the Closure Reclamation Life of Mine Spreadsheet, which includes costings for <br />revegetation and stabilization as well as cyanide facilities.
