(a) The operator/applicant will reclaim this mine site to Residential (RS) as the
landowner has directed.
Due to the natures of the mining activity as rock picking, much of the site will remain
in similar condition as to the original state of the land, with exception of areas where
vegetation has been removed to access the rock. The predominantly minimally
disturbed areas where Ponderosa Pine forest still provides canopy over the ground
will be graded as needed and otherwise left as is with existing soil and rocky floor.
The anticipated 3-5 acres that are heavily disturbed and tree cover is removed, will
be reclaimated as follows.
The majority of the vegetation reclamation will be done by utility equipment and hydro
seeding. Larger areas that have been compacted by the excavator and loader will be
scarified by machine and then hydro seeded. The existing topography will not be
altered in any way that would change the historical drainage of the stormwater. No
sloping will be changed that would exceed a 3 horizontal to 1 vertical slope. All slopes
will remain the same as they where pre-mining. Farm equipment may be employed to
shape and seed the larger areas, to prepare the seedbed and grass seeding. The
land shaping of the affected area will be done in such a manner as to enhance and
blend with the surrounding topography. The permit area is to be seeded as per the
NRCS seeding and planting plan as submitted.
(b) As stated before the proposed post-mining land use will be Residential (RS).
The area will be seeded and consistent with the surrounding lands. The reclaimed
slopes will not exceed 3H:1V. The NRCS Reclamation plan will be implemented to
the affected area.
(c) A description of how the Reclamation Plan will be implemented.
(i) The plant growth medium will not be changed from pre-mine conditions. Naturally
occurring rocky soils will remain after the rock picking activity.
(ii) Seeding will be done when the mining activity has been completed. The
compacted areas will be loosened by using either by a disc or plowing
dependent upon the amount of compaction. The rate of fertilizer will be 40
pounds per acre of nitrogen (N) and 10 pounds per acre of phosphorus (P), if
it is the recommendation of the NRCS after testing. In addition, time of year
and weather conditions will play a role in this timing.
(iii) NRCS SEED RECOMMENDATIONS will be used as follows:
