July 28,2020 C-2010-089/New Horizon North Mine JHB <br /> topsoil placement. The operator indicated that this narrow strip would be completed once the currently seeded and <br /> reclaimed portions of the mine achieve Phase 11 bond release, so the final configuration can be met with grading of <br /> the sediment control system. <br /> The sediment control system on this south side of the permit is functioning well. A shallow pool of water was <br /> apparent on the eastern side of Pond 1. Due to the drought conditions this area of the state is in, the vegetation on <br /> the inslopes of Pond 1 are sparse. On closer examination, it appears that the root crowns of the perennial grasses <br /> on the inslopes remain viable. Once sufficient moisture arrives, it is hoped that this cover can rebound. Currently <br /> there are no gullies forming on the inslopes to Pond 1. <br /> The ditch on the west side of the mine to Pond 1 held up well during the precipitation event, and is functioning as <br /> designed. <br /> Pond 2 was damp with no standing water in the bottom of the pond. No gully formation was noted on the pond <br /> inslopes. Ditches and inlets to Pond 2 were functioning well. <br /> The east ditch was functioning well with no blockages. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The reclaimed irrigated pasture is holding up well, with little erosion even when cover is reduced due to <br /> harvest. There was some soil movement with the latest precipitation event,but it was contained by the silt fencing <br /> at the southern end of the field. The dryland pasture on the sides of the irrigated field are fairly sparse of <br /> vegetation this season. This part of the state has been in a drought so dryland areas have been heavily impacted. <br /> The operator will need to monitor the dryland areas. If the dryland pasture is unable to rebound once adequate <br /> moisture is received, inter-seeding of the dryland pasture may be necessary. <br /> Noxious weeds were very few. Several individual Russian knapweed plants were observed at the east gate. <br /> ERMR does a very good job of managing the noxious weeds on the reclaimed area. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> ERMR has graded the west side of the former facilities area. Gravel removal appears to be complete on <br /> the west side of the former facilities area.
