Mr. Fink Ferris and Ms. Mindy Sickels <br /> accompanied the inspection. Due to the current pandemic, separate vehicles were used and appropriate PPE was <br /> worn during the inspection. <br /> The weather was hot and dry. The area had received monsoon trainstolins the previouu day, 7/27/2020 <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(l): <br /> Mine were inspected at the New Horizon Mine office. Covid protocols were followed. The Availability <br /> of records form is attached to this inspection report. <br /> FISH and WILDLIFE—Rule 4.18: <br /> A large hawk was noted sitting in one of the standing dead trees north of the irrigated pasture. Due to the <br /> distance, the inspector was unable to identify the species. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The mine site had received heavy precipitation the previous night. Data from a rain gauge on the adjacent <br /> New Horizon Mine measured just over 1/2" of precipitation in the past 24 hours. (Johnson Rain Gauge 7/27- <br /> 2/28/2020). The irrigation sprinklers were not running at the time of the inspection. The pasture had recently <br /> been cut,based upon the height of the alfalfa/grass crop in the field. No bales were remaining on the field. <br /> There was some soil movement from the irrigated pasture, but this runoff was directed through the heavy duty silt <br /> fence erected by the operator on the southern end of the irrigated pasture. Sediment deposition remained north of <br /> the silt fence, and runoff was directed into the southern ditch and Pond 1. The silt fence is roughly 28" from the <br /> surface of the soil on the downslope side. The fencing is well anchored in and shows no sign of undercutting. The <br /> support stakes are sturdy fence posts.
