hauled away to storage on top of the hill. These pieces tended to be large and highly
angular. These are the result of the scaling work, not the normal "product" produced by
Fontanari from glacial flow, large, rounded basalt boulders(crushed and un-crushed).
This material was not pushed over the embankment(unless inadvertently)but were
hauled to a safe position above. None of these rocks were pushed off of the roadside.
Mr. Fontanari also describes the grading work done on the road. This work is routine,
and performed for reasons of site safety as described below.
The second safety hazard in this area is the condition of the haul road. The haul road
also tends to deteriorate with time and the pace of deterioration is dependent on
haulage, weather and precipitation conditions. Ruts and humps which develop in the
road have created a slide-out hazard to full and empty haul vehicles particularly when
wet, snowy or frozen,or a combination of those factors. If a vehicle becomes stuck,
heavy equipment must also move down the road to dislodge and to straighten it,which
poses its own set of risks. Loose and small material from the scaling work was used to
re-grade the road in addition to material hauled in from the pit.
As the berm needs to be re-established on the outer road perimeter, additional grading
will have to be done to used fine and small material to construct the outer berm.
Grading is performed on as"as needed" basis to promote safety and ease of travel.
Identified"Hydrocarbon" Deposit
The deposit of material found during the inspection has been identified as calcium
chloride, a non-hazardous material which was used for ballast in a loader tire. (When
lifting heavy loads, tire ballast, together with a counterweight, provide rear-end
stability)The tire was changed after becoming flat,a small amount of this material
spilled on the ground and dried. Mr. Fontanari identifies the likely amount as up to 7
gallons. This material was removed and the small area re-seeded and mulched.A
photograph is provided labeled"spill area".The calcium chloride with mixed dirt was
placed on the haul road,a normal use for this non-hazardous substance.
Trash Disposal Area/Burn Pit
The former trash disposal area had previously been filled with soil and graded. That area
has now been seeded with an appropriate seed mix and mulched. See,Photograph
labeled "Burn Pit".
Page 03
