6.4.4 EXHIBIT D—MINING PLAN <br /> (a) Methods of Mining <br /> The mining of amended acreage including the Osborn tract and Wild Burro Investments LLC tract will <br /> proceed in the same manner as the original 42.4 acres of affected land within the 53.9 acre original <br /> permit area. The no mining zones described in the 1999 Conversion application Mining Plan will remain <br /> along the northern and western reaches of the original 53.9 acre mining tract. In the proposed <br /> expanded mining area,the mine operator expects to encounter a minimum of two and up to five feet of <br /> soils and overburden overlying the target gravel deposit. As shown on the map,mining is planned to <br /> take place in four phases of various sizes,starting with Phase 1,Osborn land and Wild Burro Investment <br /> land lying south of Osborn property. Overlying soils and overburden will be pushed via bulldozer to the <br /> north boundary of Osborn lease property to form a berm and to the northern end of bonded Phase 1 <br /> land immediately south of the mining zone. Once a sufficient area has been uncovered to expose a <br /> year's volume of estimated production(approximately 2800 tons per foot per acre times 15 feet of <br /> gravel thickness=42000 tons), two to three acres=126,000 tons raw material before processing, <br /> portable crushing and screening equipment will be sited as close to the gravel face as practical to <br /> excavate and load raw material via front end loader into the crushing system. Mining will begin on the <br /> newly permitted area from the east border of the original permit area progressing eastward into Osborn <br /> property. Approximately two to three acres of land will be stripped of overlying soils per crushing cycle. <br /> Stacking conveyors will be employed to move final products immediate west of the operating face to a <br /> distance suitable for room to stockpile product and load out highway trucks. In this manner,an area <br /> approximately 300'x 400' per crushing cycle will be disturbed. During the initial stripping of Phase 1 <br /> area,surface soils and suitable planting media will be pushed up along the 50'wide no mining zone <br /> along the south boundary of the Osborn property to result in a visual and noise mitigating berm which <br /> will be planted to Kim Praire grass mix per Reclamation Plan recommendations. The berm will be <br /> approximately 10'high with side slopes not exceeding 3:1(H:V)during mining and 4:1 final grade after <br /> mining is completed in this area. In the event that excess soils and overburden are encountered than <br /> can be pushed directly to final placement,the material will be stockpiled in the southeastern portion of <br /> the original permit area currently occupied by product stockpiles that will migrate eastward as mining <br /> and processing operations progress in that direction. Overburden piles will be sited in various shapes <br /> and volume to facilitate open drainage of the pit floor to the west and south. Piles will be graded to 3:1 <br /> slope and seeded with annual grass mix to minimize wind-blown emission. <br />
