area for disposal . The anticipated excavation life of this
project will be approximately 12 months more or less . It is
largely dependent on the availability of the equipment needed to
remove the material and the seasonal weather conditions if not
completed before winter begins .
The site is currently used as rangeland and consists of the
northwest side of a gravel terrace above the Colorado River
Valley to the west and the Smith Creek on the north. The mate-
rial depth ranges from 0 to 50 feet deep. The soil covering the
gravel averages 0 to 14 inches deep over the material to be
removed.
The material generated is waste as far as the operator is
concerned but it will likely be processed into construction
material or used as pit run fill material by the company removing
it .
Existing roads will be used to access the site during and
after mining. The property is served by an eight foot wide
private unimproved dirt driveway. This driveway begins at County
Road 613 approximately 700 feet east of the southeast corner of
the Tract . This road will not be used during the life of the
operation as access road except by the owner.
The access, under an agreement with EH International LLC,
will be via the existing road that accesses the Thompson Resource
from West Meadow Road (County road 621) . A temporary access road
from the existing mine floor to the property entrance will be
built and used initially to begin stripping. As stripping
progresses this temporary road will be removed as the floor of
the grading areas is blended with the floor of the Thompson
Resource. No new road will be built outside the permit area as
the material will be removed directly for the permit area to the
floor and processing area at the Thompson Resource immediately
adjacent to Tract 4 on the west and south sides. It will then be
removed to market via this existing road. The temporary mine
access road is shown on Map Exhibit E-1 .
Initially, an area on the north end of the level area will
be stripped of soil and leveled to create a storage place for the
material hauled to the site under the old backfilling plan.
Until it is placed on the building envelope to cover the
underlaying gravely floor. Any soil stripped will be stored
along the east mine setback or on the north stockpile area for
use in reclaiming the east slope and provide a temporary sight
berm for the neighbor to the east .
Material removal will start on the high point of the mine
near the south line and work west and north. Scrapers will be
used to removed and haul the material to the disposal area on the
Track 4 Grading Project July 22, 2020
C-2
