the DRMS?
Mitigation
After the New McGrane Report the Operator did admit that there are damages "Current
drawdown from predevelopement conditions" to the SPOs from the ground water drawdown.
Water Engineer McGrane actually inspected and pump tested the Koehler irrigation April 27th.
The Pumping test results indicated that the well was only pumping 580 gpm. This is down
approximately 50%from the 1100 gpm when the well was rebuilt in 2012.
As part of the agreement with Koehler and part of the agreement with the Board of County
Commissioners the Operator would install a new double propeller pump and motor to return
the Koehler well back to the Predevelopement ground water levels. Engineer McGrane stated
in his evaluation that the well should be back to 1000 to 1100 gpm with the new pump and
motor. The Koehler sprinkler requires a minimum 980 gpm to operate. The new pump and
motor were installed on June 24th and the pump tested at approximately 850 gpm. The
Operator paid Quality Well and Pump approximately $21,000 to return the Koehler Well back
to the redevelopment pumping levels. The proposal did not work!
There has not been any mitigation efforts completed by the Operator of the Loloff Pit and the
Derr Pit along and north of Weld County Road 62/ East C Street. The Operator did not and has
not provided augumentation water to the SPOs as listed in the Director Means letter. Director
Means was not correct in his letter dated May 7th covering the augumentation paragraph 2.
Even the 15 Derr Pit monitoring wells never full recovered from the dewatering of the Loloff Pit.
Please compare the 2008 "pre development" well readings with the 2016 "pre slurry wall"
readings and the 2018 readings " post slurry wall". There are non recoverable measurements
from 8 to 10 feet from 2008 to 2018 for the Derr Pit Monitoring Wells. The operator is using the
depleted values as the baseline for the well monitoring.
Copies of the quoted data can be sent to the DRMS file. Please advise or at least tell me what
form you would like me to use so the Data is added to the correct file.
Positive Results
Since the SPOs were the "Whistle Blowers" September 2019 with Board of County
Commissioners, Weld County was made aware that the Operator had not offered any
mitigation plan to prevent damages to the area ground water. This started a data collection
and well monitoring program by the Operator. This is actually the first time that the Loloff Pit
and the Derr Pit Operators actually started measuring the ground water for the SPOs.
Derr Pit Dewatering
10
