2019 Plan of Operations Modification American Gypsum Company, LLC <br /> 2.0 RESOURCE PROTECTION MEASURES <br /> 2.1 Cultural and Paleontological Resources (CPR) <br /> Resource Protection Measure CPR 1: If any scientifically important paleontological remains or <br /> historical or archaeological sites are uncovered during mining operations, the Mine operators <br /> would cease operations in the immediate area and notify the BLM authorized officer. <br /> 2.2 Fish, Wildlife, and Plant Habitat (FWPH) <br /> Resource Protection Measure FWPH 1: New disturbances would be kept to the minimum <br /> necessary areas for the mining operation. Any disturbed areas not needed as part of the ongoing <br /> mining area would be reclaimed per the reclamation standards provided in existing approved <br /> permit documents. <br /> Resource Protection Measure FWPH 2: Whenever possible, plugs of existing vegetation from <br /> areas to be mined would be moved to areas to be revegetated. <br /> Resource Protection Measure FWPH 3: Slash would be placed at the toe of the fill slopes and the <br /> growth medium stockpiles. <br /> Resource Protection Measure FWPH 4: Noxious weeds which may be introduced due to soil <br /> disturbance and reclamation will be treated by methods to be approved by the Authorized Officer. <br /> These methods may include biological, mechanical, or chemical treatments. Should chemical <br /> treatment be requested, the operator must submit a Pesticide Use Proposal to the Authorized <br /> Officer 60 days prior to the planned application date. <br /> Resource Protection Measure FWPH 5: The Mine operator would take measures necessary to <br /> prevent undue impacts to any wildlife that passes through or over the Mine area. <br /> Resource Protection Measure FWPH 6: The Mine would maintain practices in compliance with <br /> the Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, the Endangered Species <br /> Act and other applicable laws (see FWPH 7). <br /> Resource Protection Measure FWPH 7: Vegetation would not be cleared from new proposed <br /> disturbance areas from December 15 to July 15, unless surveys are conducted per BLM <br /> requirements, to avoid the destruction of active nests for birds of conservation concern, raptors, <br /> and other migratory birds. <br /> 2.3 Air Quality (AQ) <br /> Resource Protection Measure AQ 1: To prevent dust during extraction, the mining area would be <br /> sprayed with water as needed. Water and surfactant(proposed surfactant is magnesium chloride; <br /> other potential surfactants include calcium chloride, ammonium, or sodium-based lignosulfonate) <br /> would be applied to haul roads to minimize dust created by haul trucks and to achieve at least <br /> 90% control efficiency.
