RULE 2 PERMITS <br /> Power Lines <br /> Because Colowyo utilizes many electric-powered mining machines, a network of electric power lines is <br /> located in the permit area to supply electricity to the equipment. The locations of the Colowyo power <br /> lines are shown on the Existing Structures maps (Map 22A and Map 22B). <br /> Electrical power lines located in the permit area will be constructed in accordance with requirement of <br /> Section 4.18 to minimize potential electrical hazards to large raptors. <br /> The major pieces of equipment that are powered by electricity and will be used in the South Taylor area <br /> are draglines, shovels and the highwall miner. Therefore, during the life of the mine it is necessary to <br /> periodically move the existing power line loop to accommodate the advancement of the pit. <br /> Along the both end walls and both highwalls of the South Taylor pit operations, highwall mining <br /> activities will be conducted to extract coal that would otherwise be deem non-recoverable under existing <br /> operational procedures and economic conditions. See Map 23A for the location of the area to be mined. <br /> Haul and Access Roads <br /> All truck routes within the South Taylor area and connecting the South Taylor area to the existing <br /> operation will be constructed as in-pit truck routes, due to their location within existing pit limits. <br /> Therefore, all truck routes constructed during the permit term within the immediate mining area are <br /> exempt from any construction specifications, since roadways within the immediate mining pit area are not <br /> designed in accordance with Rule 4.03.1(1)(d)(1). <br /> In order to access the Section 28 Sediment Pond during construction and to access this area for routine <br /> monitoring and maintenance operations, the existing two-track Sturgeon Road will be upgraded. See <br /> Section 4.03 for construction requirements and Map 25B for road design information. <br /> 2.05.3 (4) Operation Plan—Ponds,Impoundments, and Diversions <br /> To control runoff, and protect surface and ground water quality, Colowyo will construct several new <br /> sedimentation structures and diversion ditches. The designs for these features are presented in Exhibit 7, <br /> Item 20. All ponds, impoundments, and diversions are designed to meet or exceed the requirements of <br /> 2.05.3(4) and 4.05.6. All sediment ponds will be constructed and maintained in accordance with the <br /> parameters mentioned in Volume 1 Section 2.05. Impoundments will be inspected quarterly as discussed <br /> in Section 4.05.6. <br /> 2.05.3 (5) Topsoil <br /> Prior to any mining related disturbances, topsoil will be removed from the site to be disturbed as <br /> discussed in Volume 1, Section 2.05 and Section 4.06 and redistributed or stockpiled as necessary to <br /> satisfy the needs of the reclamation timetable. <br /> Topsoil will be removed in the permit area by large crawler mounted bulldozers, loaders or scrapers as <br /> described in Volume 1, Section 2.05.3. <br /> South Taylor/Lower Wilson—Rule 2,Page 71 Revision Date: 6/22/20 <br /> Revision No.: MR-220 <br />
