The proposed schedule of paving and road improvements is detailed in the updated <br /> GCC Energy King II Coal Mine Traffic Impact Assessment dated July 31, 2015,in the RIA and <br /> included in GCC's revised land use permit application. <br /> ■ GCC will also extend culverts for the Big Stick irrigation ditch and widen pavement at the curve <br /> and repaint centerlines on CR 120 at mile marker 0.3 from SH 140 to provide for better lane <br /> usage by haul trucks. This project was initiated in the spring of 2015,but was halted when the Big <br /> Stick ditch came on call (was flowing water. The work was completed in the Fall of 2015 after <br /> the irrigation season. <br /> ■ Vegetation has been cleared along CR 120 in certain locations for purposes of improving sight <br /> distances for vehicles traveling along the road. <br /> ■ GCC has a written policy that imposes speed limitations on all haul trucks on CR 120. Under this <br /> policy,trucks shall not travel faster than 25 mph on gravel sections of CR 120, shall reduce speed <br /> to 10 mph while passing residences on the gravel portions of CR 120, shall abide by advisory <br /> speed signs, and shall travel no faster than 5 mph below posted speed limits on paved sections. <br /> ■ GCC has established a direct dial phone number that can be used to report safety concerns or <br /> violations. <br /> ■ Haul trucks are not allowed to install or remove load tarps in CR 120 traffic lanes. Sufficient <br /> parking space is provided at the mine site for these activities. <br /> ■ GCC shall be responsible for all work and costs associated with the reseeding and/or weed <br /> control of the improved portions of CR 120 for 1 year following the completion of any phase of <br /> the Road Improvements. <br /> ■ GCC shall be responsible for all costs associated with LPC's acquisition of the ROW, either <br /> through eminent domain or threat of eminent domain, all costs (including but not limited to the <br /> cost of appraisers and expert witnesses) and reasonable attorney's fees associated therewith. <br /> ■ GCC shall pay an annual Maintenance Fee for their usage of CR 120. Until January 1, 2018,the <br /> Maintenance Fee shall be $0.12 per ton of coal removed from the Mine Project. Thereafter,the <br /> Maintenance Fee shall increase yearly in accordance with increases in the Annual Construction <br /> Cost Index published by the Colorado Department of Transportation. <br /> Operational and Interim Mitigation Measures <br /> In addition to the date specific road improvements and the respective upper(120 haul trucks/day) and <br /> lower(80 haul trucks/day)truck volume limitations, GCC will implement the following additional <br /> Mitigation measures (Phase 1 road improvements have been completed by GCC,yet are described in this <br /> section to clarify measures taken to reduce resource impacts analyzed in this EA): <br /> ■ GCC will temporarily pave from 2541 (McQue property)to 3230 CR 120 (Hunzeker property) <br /> for an approximate 1-mile stretch(Phase 1),to reduce dust,noise, and improve road safety. <br /> ■ Concentration of permanent road improvements in 2017 to specifically address key areas of road <br /> safety.
