June 10, 2020 C-1981-008/New Horizon Mine JHB <br />observed. A small amount of sediment has been cleaned from the west inlet of pond 12 and is drying near the <br />Bench 1 material stockpile. <br />The SAE at the northwest corner of the Morgan property did not demonstrate any gullies coming off the field. <br />Good vegetative cover was present over the portions of the field that we could obseive. The crop had been <br />recently cut and was drying. Obviously the sprinklers were not operating with the cut crop. <br />Ditches throughout the mine site were dry and in good repair. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The irrigated pastures and irrigated cropland were producing and looked healthy from a distance. The <br />irrigated cropland had recently been cut and was drying prior to baling. It is anticipated that after this first cutting, <br />repairs to low spot in the field will be conducted, and the next crop rotation implemented as per the approved plan <br />in the permit. The irrigated pasture south of BB road was still being irrigated at the time of the inspection, with the <br />pasture grass appearing healthy. <br />Dryland pastures throughout the mine site look very dry with thin vegetative cover. Precipitation has been very <br />low in this area of the state. <br />Fields with differential setting localized spots were discussed regarding the operator's plans to bring topsoil from <br />permitted stockpiles to level these spots. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />For the most part noxious weeds were very few. A few spots with Russian knapweed were encountered <br />near pond 13. Frank was aware of the plants and would include them on the weed management schedule. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />We discussed the operator's plan to use topsoil no longer required to be replaced at the facilities area, to <br />level low spots in fields east of 2700 road and north of BB road.
