June 10, 2020 C-1981-008/New Horizon Mine JHB
observed. A small amount of sediment has been cleaned from the west inlet of pond 12 and is drying near the
Bench 1 material stockpile.
The SAE at the northwest corner of the Morgan property did not demonstrate any gullies coming off the field.
Good vegetative cover was present over the portions of the field that we could obseive. The crop had been
recently cut and was drying. Obviously the sprinklers were not operating with the cut crop.
Ditches throughout the mine site were dry and in good repair.
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
The irrigated pastures and irrigated cropland were producing and looked healthy from a distance. The
irrigated cropland had recently been cut and was drying prior to baling. It is anticipated that after this first cutting,
repairs to low spot in the field will be conducted, and the next crop rotation implemented as per the approved plan
in the permit. The irrigated pasture south of BB road was still being irrigated at the time of the inspection, with the
pasture grass appearing healthy.
Dryland pastures throughout the mine site look very dry with thin vegetative cover. Precipitation has been very
low in this area of the state.
Fields with differential setting localized spots were discussed regarding the operator's plans to bring topsoil from
permitted stockpiles to level these spots.
REVEGETATION — Rule 4.15
Vegetative Cover; Timing:
For the most part noxious weeds were very few. A few spots with Russian knapweed were encountered
near pond 13. Frank was aware of the plants and would include them on the weed management schedule.
TOPSOIL — Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
We discussed the operator's plan to use topsoil no longer required to be replaced at the facilities area, to
level low spots in fields east of 2700 road and north of BB road. The inspector will consult with her senior and get
back to ERMR with direction on the best approach.
DOCUMENTS RECEIVED NA
OTHER (SPECIFY) NA
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 4
Page 3 of 6
