Mr. Frank Ferris of Elk Ridge Mining and <br />Reclamation represented the operator and accompanied the inspection. The inspection was conducted in separate <br />vehicles, and with apopriate ppe. <br />The weather was hot and very dry. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were checked in the "meeting building" office. Records were in good condition. The Availability <br />of Records form is attached to this inspection report. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The mine site is very dry, Pond 16 was dry, vegetation on the embankment of Pond 16 is very dry, but no <br />erosion was noted. The operator has shaped catch basins into the swale leading to Pond 13. This field is not in <br />final configuration, so these catchments do not require designs or a revision. They may help keep the overburden <br />material on the slope and not becoming deposited in Pond 13. The Division is currently reviewing TR99 that <br />proposes placement of limestone at the inflow of Pond 13. The operator has a pile of limestone stored on a slope <br />near Pond 13, ready for this purpose after final approval of the revision. Pond 13 was receiving spoil spring water, <br />was full, had pond weeds growing in the eastern end of the pond, and was discharging. Discharge was measured <br />at 0.38 on the staff gauge at the discharge flume, and had a strong sulfur smell. Discharge was very slightly <br />cloudy. Receiving stream Tuttle Draw was carrying more sediment than the effluent of Pond 13. The operator had <br />added some additional dirt over the emergency spillway culverts where settling had previously occurred. Some of <br />the dirt had sloughed in front of the culverts. Frank cleared the material away from the culverts during the <br />inspection. <br />Pond 9, 12, and 18 were dry as well.
