EXHIBIT D MINING PLAN(CONT) <br /> MINING PLAN <br /> MAP EXHIBIT C-1 - MINING PLAN MAP shows the approximate direction of <br /> mining as it progresses across the site. Initially the plan is for <br /> having 180 acres ± of disturbance bonded in Phases 1, lA and 3 to <br /> allow for flexibility during mining. This 180 acre area will <br /> include stripped, partially mined, partially reclaimed areas . The <br /> Plant Site, materials stockpile areas, armored banks where needed <br /> and future reservoir areas . As mining progresses across these <br /> Phases some parts of the areas will remain undisturbed while other <br /> areas will be either, stripped, mined, partially reclaimed or <br /> totally reclaimed Under this initial plan Phase lA will be mined <br /> and used as settling pond area. The interior slopes will be mined <br /> 3h to lv so only backfilling, resoiling and seeding would be <br /> needed. Phase 1 would have the slurry wall installed but not <br /> certified; all exterior slopes will be graded except where next to <br /> the working face . The in-progress items like working face and <br /> adjoining slope areas, the bank armoring and reclaiming stripped <br /> area will be limited but move from Phase to Phase as Mining <br /> progresses . Bank Sloping will not exceed 2600 feet, leaving final <br /> grading from %: 1 to 3 : 1 . Bank armoring material will be recycled <br /> concrete with all surface exposed rebar removed. LGE will commit <br /> to having enough material to armor a minimum of 1000 feet reservoir <br /> bank on the mine at one time . The 2350 cubic yards needed for a <br /> 1, 000 foot long section will be stored adjacent to the armoring <br /> area and parallel to the rivers flow. The armoring will be <br /> installed as the final slopes are constructed using the method and <br /> volumes shown in the Bank Armoring Plan presented in the APPENDIX. <br /> The area needing resoiling would be a maximum of 30 . 0 acres, this <br /> includes the pre-mining stripped area and the area above-water <br /> around the reservoir that need to be resoiled, graded and seeded. <br /> EXHIBIT L- RECLAMATION COSTS contains the acreages, volumes and <br /> estimated unit costs that explain the work needed to reclaim the <br /> disturbance when this is taking place. <br /> Of the 643 . 30 acres ± in the permit area, approximately 508 <br /> acres ± will be disturbed by mining. This mining plan details the <br /> development of the mine site with 2 options . Option A will has a <br /> series of eight (8) developed water storage reservoirs using slurry <br /> walls around each reservoir. Option B has six (6) lined water <br /> storage reservoirs, due to some of the reservoirs being combined if <br /> some existing oil and gas wells and pipelines can be relocated or <br /> are abandoned and removed. <br /> MAP EXHIBIT F - RECLAMATION PLAN MAP -OPTION A and MAP EXHIBIT F - <br /> RECLAMATION PLAN MAP - OPTION B show how these options will be <br /> developed. More detail is discussed in the following text . The <br /> methods discussed below will fit each option unless otherwise <br /> stated. Technical Revisions will be filed when needed to <br /> incorporate various items from Option B. As stated above, most of <br /> the Option B changes are related to oil and gas facility <br /> relocations and removals . <br /> Other possible Option B changes could occur if the landowners <br /> want to start development of facilities related to their developed <br /> water storage in a reservoir phase - such as pump houses, <br /> inlet/outlet structures, rip-rap - and don' t want to wait for DRMS <br /> permit acreage release .
