June 9, 2020 C-1981-035/King Coal Mine JHB
clearwater Diversion ditch. Talking to the crew leader, the bottom of the ditch has roughly 14" thick of shotcrete,
tapering up to 2" on the sides. There is a nice tie in to the existing slope.
SAE #1 at the entrance was properly graded and silt fencing in place at the small settling dips.
No maintenance was identified at the King I mine area.
PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
GCC has been concentrating refuse laydown on the lower portion of the refuse pile. All material had been
graded and there were no end dumped piles needing to be spread. The upper portion of the refuse pile was nicely
graded. There is an area towards the west (front) of the upper portion of the refuse pile where the haul road
accesses the pile that is not graded to direct runoff to the collection ditches. In this configuration it appears runoff
would run down the haul road. GCC needs to pay attention to this portion of the refuse pile and assure that runoff
does not run down the face of the pile.
ROADS — Rule 4.03
Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7):
Roads throughout both King I and King II are in good condition and well maintained.
TOPSOIL — Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
Coal dust deposition is confined to the south end of the topsoil stockpile. Few noxious weeds were
encountered on the pile. Most of the pile has good vegetation. On the west side of the topsoil stockpile, there is a
n area of thin vegetation. Some eroding of the topsoil resource was noted along with weedier species becoming
established. GCC needs to broadcast some stabilization seed mix to this patchy area to minimize soil loss and
reduce the opportunity for noxious weeds to become established on the topsoil pile.
DOCUMENTS RECEIVED NA
OTHER (SPECIFY) NA
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 4
Page 4 of 8
