(OOSI),Western Water&Land,Inc. (WWL)has prepared this <br /> letter as a formal notification of a release of retort mine water at the Logan Wash Mine (Permit No.M- <br /> 1977-424), located in Garfield, County, Colorado. You were informed of this release previously by <br /> phone message. <br /> The spill/release occurred on Tuesday,May 26b at an access vault(Manhole No. 10 or MH-10) along <br /> the buried 6-inch retort water pipeline that extends from the mine to the Evaporation Pond Facility.The <br /> NM-10 location is shown in Figure I.WWL was onsite conducting biannual sampling of the retort <br /> water and clean mine water. It was noticed that retort water flow was present at the Upper Manhole <br /> location, near the mine, but no flow was present near the Evaporation Pond at the Lower Manhole <br /> location. Shortly thereafter, WWL received a call from a local rancher who saw water emanating from <br /> MH-10,which is located on the right side of Logan Wash Road near the bar ditch. Within moments, <br /> WWL confirmed this was the case. <br /> WWL immediately returned to the Lower Bench Vault at the mine site and shut-in the retort valve, <br /> stemming the flow of retort water from the mine. While this was being done, a contracted wastewater <br /> hauler(pump truck and vacuum truck)was mobilized to the site of MH-10. Approximately 10 barrels <br /> (420 gallons) of retort water was pumped from the manhole vault; the vacuum truck also removed a <br /> large mound(3 feet long by 2 feet wide by I foot deep)of oil sludge and sediment in the bottom of the <br /> vault which appeared to be the source of the plug in the pipeline system. This waste was taken to <br /> Greenleaf Environmental Services, LLC, a permitted waste disposal facility south of De Beque, <br /> Colorado. Both Occidental Oil Shale, Inc. and the U.S. Bureau of Land Management were notified of <br /> the spill.The retort line remained shut-in overnight. <br /> Soils potentially impacted by the spill were limited to within the existing bar ditch; an area <br /> approximately 280 feet long by I to 2 feet wide area was wetted by the retort water. A composite soil <br /> sample of the potentially impacted soils was collected and submitted for analysis.
